Beschreibung der Beschaffung
The overall objective of this assignment is to implement an essential part of output 3 (‘Intermediaries in the innovation ecosystem are strengthened’).
The contractor is responsible for achieving Output indicators 3.1 ‘8 intermediaries each launched (at least) 1 new demand-driven service to support start-ups and small and growing businesses (SGBs)’ and Output indicator 3.2 ‘15 intermediaries have improved the sustainability of their organizational models’ as well as partially module objective indicator 3 ‘75% of 1,000 MSMEs, Start-ups, and SGBs, 45 % of which are women-owned, confirm that the services they use from their providers are beneficial to their business growth’. (contractor's responsibility: 250 businesses within the innovation ecosystem). The contractor indirectly contributes to the achievement of further indicators.
The implementation is not limited to intermediaries in Addis Ababa but is supposed to cover innovation ecosystems in selected Ethiopian regions.
As the overall reform process may not develop in a linear way and cannot be planned in full detail, the assignment requires a flexible, iterative and adaptive approach on the part of the contractor.
The main work packages of the contractor are:
Work package 1: Initial Assessments and Project Management modalities
The objective of this work package is for the consultant to conduct an initial assessment through engaging and acquaint with key stakeholders mentioned in this document and strategize on how each task to be delivered. Implementing partners will facilitate and arrange necessary meetings with key public and private implementing partners. A work plan with clear roles and timeline will be validated with GIZ and key partners.
Work package 2: Capacity building for intermediaries to improve services
The objective of this work package is to assess services and programs currently provided by intermediaries and provide capacity building (training and technical advice) to intermediaries so as to improve the quality of service they offer to start-ups and small and growing businesses. This work package concerns both public and private intermediaries. Assessments of global service standards of intermediaries are expected to be benchmarked, with considerations to local contexts. Training will be provided to incubation managers and their staff with clear technical recommendations to 8 intermediaries (at least 4 regional). Each intermediary is expected to launch one demand-driven service to start-ups and small and growing businesses (SGBs).
Work package 3: Sustainable business models of intermediaries
The objective of this work package is to analyse and propose sustainable business model and organizational structure for 15 intermediaries.
Work package 4: Strengthen pre-incubation and collaboration of universities
The objective of this work package is to strengthen pre-incubation in universities and collaboration with intermediaries. Universities shall be selected and matched with an appropriate intermediary organisation for the introduction of pre-incubation activities that feed into programs of the intermediaries. This shall lead to long-term sustainable and institutionalised partnerships between universities and intermediaries and a steady pipeline of start-ups for incubation programs of intermediary organisations. With the help of the contractor, pre-incubation activities (e.g. incubations programs, hackathons, bootcamps, etc.) shall be implemented between the partners.
Work package 5: Strengthen local and international collaboration
To strengthen collaboration in the ecosystem and improve synergy of intermediaries within the ecosystem; this work package is intended to develop strategies and tools that boost local and international networking. An important aspect is to consider and evaluate the possibilities for institutionalizing these strategies and tools within appropriate local bodies (from the outset).
Work package 6: Entrepreneurship knowledge, mentor, investor and valuation tool
To improve knowledge management and access to information; this work package aims to develop an app or online database, offering start-ups and SGBs with a centralized repository to key resources, services and stakeholders (mentors, investors, etc.).
Work package 7: Strengthen the financial start-up ecosystem
To get a clearer picture of available funding to entrepreneurs, this work package aims to conduct an assessment of capital markets applicable for start-ups and SGBs in the Ethiopian context. The assessment will look at key aspects of available finances including (but not limited to) the type, volume, scope, suitability etc. The work package also aims to attract potential local, national and regional investors and make them ready to invest in start-ups & businesses through targeted networking and trainings.
