The tender is divided into two lots (other lot: transaction No 82272296). Implementation is planned for the period from November 2021 to May 2023.

The Federal Republic of Germany and the Government of the Republic of India have agreed to jointly promote the ‘Indo-German Energy Programme’ (IGEN) with the aim to promote energy efficiency/conservation, renewable energy, access to energy, etc. and in turn improve the environment/climate protection. The Energy Efficiency component of the IGEN (IGEN-EE) works in collaboration with the Bureau of Energy Efficiency (BEE), Ministry of Power for the implementation of the Energy Conservation Act (EC Act, 2001), focusing on energy efficiency and conservation.

A new project ‘Energy Efficiency in Industry and Data’ is being commissioned by BMZ Germany. The main objectives of the project are:

— capacity building of selected State Designated Agencies (SDAs) to promote energy efficiency in plants under the secondary steel sector, that are not covered in the PAT scheme;

— providing Non-PAT secondary steel and pulp and paper plants with access to information on key energy efficiency processes and technologies;

— Institutionalisation of peer-to-peer learning among SDAs and Non-PAT secondary steel and pulp and paper industry clusters;

— national energy efficiency dialogue for secondary steel and pulp and paper sector between policy makers, research institutions and business associations.

The central instrument for increasing energy efficiency in industrial sector is the Perform Achieve and Trade (PAT) program, which, based on the Indian Energy Conservation Act, 2001, combines binding plant-specific reduction targets with a market-oriented emission trading mechanism, covering 13 sectors and the largest 1073 designated consumers. However, this successful approach does not include smaller industrial enterprises and the nearly 1 million registered small and medium sized enterprises (SMEs) in India.

India is currently the second largest producer of crude steel and the largest producer of sponge iron/direct reduced iron. The PAT program covers about 70 % of the total installed production capacity of steel in India which is around 7 % of the total number of steel plants. This means 93 % of the plants accounting for around 30 % of the capacity are not covered by the PAT program.

The availability of energy performance indicators for key processes and technologies in India outside the PAT program is limited and insufficient for effective policy making. Banks are reluctant to grant loans to non-PAT industries because they cannot adequately assess the risks of project financing due to the lack of data. Especially smaller companies that do not participate in emissions trading lack the knowledge about the latest available energy-efficient technologies and the capacity to assess their effectiveness and profitability in order to make investment decisions. Thus, there is a lacuna in the availability of accurate process benchmarks for these smaller industries in the secondary steel sector. Moreover, a baseline of energy consumption details for these smaller industries at the start of the project is required to analyse improvements in their energy efficiency performance at the end of the project.

GIZ is looking for a consulting firm to provide the following services within the scope of this project:

The tender is divided into two lots. The division is made according to regional aspects. The documents in this tender refer to Lot 2. Lot 2 includes 150 plants with a deployment of short time experts up to 2015 expert days.

Implementation is planned for the period from November 2021 to May 2023.

The offer must be made using the forms provided by GIZ:

1) Trading name and address, beneficial owner(s), commercial register number, bank account, tax number, VAT identification number, brief company profile and contact in event of queries.

2) Extract from the commercial register or equivalent evidence/proof. (not older than 6 months);

3) Self-declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply;

4) If a candidate/tenderer wishes to use the capacities of another company for the execution of the contract, he must prove by submitting a declaration of commitment that the corresponding capacities are available to him for the execution of the contract or are provided by this subcontractor;

5) In the case of participation as a bidding consortium: tenderers must appoint a leading member and authorise this member to represent the group and to receive payments with discharging effect also for the other members. A corresponding agreement, signed by all members, must be attached to the application for participation. For this purpose, the form provided by GIZ must be used;

6) Order form for registration of a creditor (in case of bidding consortium for all members of the consortium and the bidding consortium itself).

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year);

2) Declaration on the number of employees as at 31.12 of the previous year;

3) Evidence of creditworthiness may be requested from the bidder/bidding consortium who is to be awarded the contract after submission of the bid. The date of the evidence of creditworthiness must be no older than 3 months.

Mindeststandards:

1) Average annual turnover for the last 3 financial years: at least EUR 800 000 (eight hundred thousand);

2) Number of employees as at 31.12 of the previous year: at least 10 persons.

Technische und berufliche Fähigkeiten:

It is necessary to provide three reference projects in the technical field ‘energy in the Steel sector’ and at least 2 reference projects must be in Asia, each of them in the last 3 years.

Mindeststandards:

1) The technical assessment is only based on reference projects with a minimum commission value of EUR 30 000 (thirty thousand) in the last 3 years;

2) The minimum requirements forsee at least 2 reference projects in the technical field ‘energy in the Steel sector’ and at least 2 reference projects must be in Asia, each of them in the last 3 years.
