Implementation of a pilot project on 3R (Reduce, Reuse, Recycle) in the Philippines
The regional BMZ-financed project "Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs" pursues the following objective: "The conceptual framework for reducing land-based waste leakage into the sea has improved in selected ASEAN countries".
The project collaborates with the ASEAN secretariat and intervenes in Indonesia, Cambodia, Vietnam and the Philippines. The Technical Cooperation (TC) module strengthens the capacities of government actors and the private sector and promotes regional exchange in the ASEAN area to reduce the discharge of waste into the sea.
It has the following four outputs:
1. The representatives of the ASEAN working groups dealing with marine litter and plastic pollution have an enhanced understanding of approaches to reduce land-based sources of marine litter.
2. Public players have established participatory procedures for planning measures to reduce waste leakage into the sea.
3. The requirements for the establishment of private sector efforts to reduce waste leakage into the sea have improved along the value chain.
4. Implementation experiences on the reduction of waste leakage into the sea are documented for further distribution.
In each of the participating countries 2 pilot projects will be implemented under output 4. The Pilot projects are characterized by:
- responding to priority demands, articulated by public/private stakeholders
- complementing each other, contributing to regional exchange of experience
- following a holistic approach to waste management, contributing to a shift from a linear to a circular economy
- considering as far as possible already existing structures in the informal sector and contributing to strengthening these waste collectors and recyclers
- strengthening private sector contributions along the value chain for reducing, reusing, recycling of plastics
- considering specific challenges of different geographic, socio-economic, cultural environments
This tender refers to the implementation of Pilot Project: Integrated approach for the 3R"s (Reduce, Reuse, Recycle) in a selected coastal/island municipality in the Philippines.
The pilot project is particularly characterized by:
- Integrated implementation of the three stages of the value chain (production, consumption and management) for plastic products/ packaging and waste in a medium-sized city near the coast and with relevance for a marine protected area,
- including the informal sector, and
- exemplary quantification of the greenhouse gas effects of waste (and particularly plastic waste) management together with concrete options for action to reduce them along the value chain
The main cooperation partner is the Municipality. The pilot project should create tangible improvements on the local level in terms of improved waste prevention and management, strengthen the organizations and individuals involved with practical learning experiences, and provide knowledge and results to the knowledge platform established in output 1 and to the ASEAN working groups, in order to support up-scaling of marine litter reduction measures.
The contractor is responsible for providing the following work packages:
Work package 1: Integrated Solid Waste Management (SWM) and plastic waste management: The set of instruments to be established will include a baseline assessment of the current Municipal Solid Waste (MSW) practices including institutional and financial aspects, an integrated Solid Waste Management Plan (SWMP) or circular economy plan indicating Greenhouse gas (GHG) reductions potential, monitoring tools for SWM system, best practices and guidelines along the value chain of MSW and plastic waste. The plan should also include priority actions for preventing plastic waste leakage to the environment.
Work package 2: Reducing plastic pollution; collection and processing of recyclables with informal sector participation: The activities under work package 2 are focusing on plastic waste and other recyclable waste management at the city level, on improving the collection services and sound processing of recyclables according to market demands and opportunities, in order to improve the recycling rates and maintain plastics within the value chain.
Work package 3: Change of behaviour and consumption patterns, plastic waste prevention in economic sectors: Activities are including advisory services to the municipality to implement behaviour change measures and identifying, together with different stakeholder incl. the private sector; selected change projects to reduce plastic waste in the value chain.
The contract duration will be 2 years and 5 months from award of contract to 31.05.2024, with a total number of 731 person-days for an intermittent international team-leader and 1 national long-term expert as well as two expert pools (international and national) with a total of 530 person-days.
