Beschreibung der Beschaffung
The contract covers technical assistance and support the implementation of Solid Waste Management components in Jordan. Main cooperation partners are the Ministry of Local Administration (MoLA), Greater Amman Municipality (GAM) and the Ministry of Environment (MoEnv). The Contractor contributes to achieve the indicators on output and module level to a varying level of responsibility, being responsible for the implementation of the project in Jordan within the scope of this assignment. The contributions for each output under this assignment are described in five work packages. However, the consultant shall in close coordination and cooperation with the GIZ team strive to achieve the best possible results and outcomes within the overall concept of the module throughout the assignment.
The overall duration of the Contract shall be approx. 40 months from award of contract until end of November 2025.
Output 1 ? The expertise of public and private sector stakeholders regarding cooperation in the circular economy is enhanced.
Important milestones include the submission of a plan for sustainable financing in the waste management sector, implementation of the first dialogue format and the presentation of measures jointly agreed by public lead executing agencies and private sector representatives to remove barriers to private sector participation. A new method known as the Problem Driven Iterative Adaptation approach (PDIA) will be used in this context, whose effectiveness will first be verified with the help of experts from the Technical University of Darmstadt.
The contractor will support the implementation of Output 1 with work packages 1 (expert pool for dialogue processes and dedicated technical support) and 2 (Capacity Development measures).
Output 2 ? The technical and institutional performance capability of municipal authorities to establish a sustainable circular economy is improved.
Important milestones include the submission of Municipal SWM Plans, the revision of the National Solid Waste Management Strategy and the national benchmarking system.
The contractor will support the implementation of Output 2 with work packages 3 (Revision of National Strategy and Benchmarking System) and 4 (Municipal SWM Plans). Work package 1 (expert pool) contributes with dedicated technical expertise.
Output 3 ? Integration of separate collection of recyclables into the waste management plan for Amman.
Important milestones include the implementation of six pilot projects and submission of a strategy for the sustainable expansion of separate recyclables collection in Amman.
The contractor will be responsible for the implementation of Output 3 with work package 5 (implementation of pilot projects). Work package 1 (expert pool) contributes with dedicated technical expertise.
For all work packages (WP) a strong participation of the partners and the alignment with existing activities is essential. An inception phase of 2 months is foreseen, during this phase more detailed methodologies, milestones and workplans must be developed.
WP 1: Expert Pool
WP 1 aims to provide on-demand technical and managerial expertise for the implementation of all Outputs, but strengthening the understanding and participation of counterparts and stakeholders in the dialogue processes. During the inception phase the composition and planned use of the expert pool shall be revised and approved by GIZ. One objective of this work package is to provide rapidly available support. The experts would be solicited by GIZ by a brief ToR for each support or input that includes the specific deliverables and milestones for the respective expert or team.
WP 2: Capacity Development
WP 2 aims to increase the capacities of key institutions and competencies of main actors in the SWM sector and contributes to transfer capacity development (CD) measures and materials to and solidify the implementation of national CD measures hosted by a national organisation, which will be defined in the course of the project implementation. The interventions shall build on a national concept/ strategy for CD in the sector to be developed with a broader stakeholder group.
WP 3: Revision of National Solid Waste Management Strategy
WP 3 aims to improve the strategic focus of the waste management sector in Jordan by supporting the revision of the National Solid Waste Management Strategy and the implementation of a national benchmarking system for Municipal waste management services. Both deliverables shall source existing strategic and implementation experience of GIZ in the sector as an input for strategy formulation and the design and priorities of the benchmarking system.
WP 4: Solid Waste Management Plans
WP 4 aims to transfer the knowledge of the four Partner Cities in elaborating and implementing Municipal Waste Management Plans to additional five Municipalities, following a nationwide established standard developed by the World Bank. These additional Municipalities will be defined during the inception phase (Most likely, in the northern region). The contractor shall ensure that the new Municipalities develop an adequate understanding and internal planning capacity to use, monitor and in the future update their respective plans.
WP 5: Implementation of Pilot Projects
WP 5 aims to include separate collection of recyclables in the waste management plan of Amman, to establish an economically sustainable collection and recycling system. The Contractor will support the Waste Management Department in GAM with the implementation of the ongoing three pilot projects and the additional three pilot projects for separate recyclables collection in selected Amman districts by offering studies, materials and equipment, and CD measures. The experience should be integrated into the existing waste management plan for Amman considering involvement of private sector initiatives.
