The adoption of framework legislation for the waste management industry (2020) led to the definition of institutional responsibilities within the sector and also strengthened the regulatory powers of the Ministry of Environment (MoEnv). The coordination and planning mechanisms that the legislation defines for Jordan"s Higher Steering Committee for Waste Management have not yet been fully established. They have yet to be incorporated by the executing bodies - i.e. the Ministry of Local Administration (MoLA) and Greater Amman Municipality (GAM). The development of a sustainable circular economy that allows for more efficient use of re-sources and returning recycled materials into production cycles will require effective cooperation between key stakeholders at the government level, a modern strategic planning framework, economic sustainability and reliability in the form of adequate financing for the sector, and active participation of the private sector. These institutional and technical conditions have been defined but have still not been sufficiently developed and implemented. The improvement of the institutional and technical conditions for the development of a sustainable circular economy in Jordan is the objective of the project "Solid Waste Management in Jordan". The contract covers technical assistance and support the implementation of Solid Waste Management components in Jordan. Main cooperation partners are the Ministry of Local Administration (MoLA), Greater Amman Municipality (GAM) and the Ministry of Environment (MoEnv). The Contractor contributes to achieve the indicators on output and module level to a varying level of responsibility, being responsible for the implementation of the project in Jordan within the scope of this assignment. The contributions for each output under this assignment are described in five work packages. However, the consultant shall in close coordination and cooperation with the GIZ team strive to achieve the best possible results and outcomes within the overall concept of the module throughout the assignment.

A new method known as the Problem Driven Iterative Adaptation approach (PDIA) will be used in this context, whose effectiveness will first be verified with the help of experts from the Technical University of Darmstadt.

Important milestones include the implementation of six pilot projects and submission of a strategy for the sustainable expansion of separate recyclables collection in Amman.
The contractor will be responsible for the implementation of Output 3 with work package 5 (implementation of pilot projects). Work package 1 (expert pool) contributes with dedicated technical expertise.
For all work packages (WP) a strong participation of the partners and the alignment with existing activities is essential. An inception phase of 2 months is foreseen, during this phase more detailed methodologies, milestones and workplans must be developed.

WP 4 aims to transfer the knowledge of the four Partner Cities in elaborating and implementing Municipal Waste Management Plans to additional five Municipalities, following a nationwide established standard developed by the World Bank. These additional Municipalities will be defined during the inception phase (Most likely, in the northern region). The contractor shall ensure that the new Municipalities develop an adequate understanding and internal planning capacity to use, monitor and in the future update their respective plans.
