Beschreibung der Beschaffung
After years of civil war (2013-2018) in South Sudan, the main conflict parties signed an updated version of the peace agreement, the Revitalised Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) in September 2018, mediated by the regional organization Intergovernmental Authority on Development (IGAD). The opposition"s return to Juba and its entry into the transitional government of national unity has officially started the transition phase of South Sudan"s peace process, which is expected to end after three years with national elections and the adoption of a new constitution. The greatest political challenges in this phase include both the unification of the various armed groups closely linked to the conflict parties into a unified security sector and the transformation of the political system into a federal structure.
During the transition phase, the transitional institutions established under the peace treaty play an important role. Of central importance is the Reconstituted Joint Monitoring and Evaluation Commission (R-JMEC) which monitors the implementation of the agreement and, in the event of delays, makes suggestions to the government on how to proceed. However, R-JMEC"s technical and human resources to support the peace and transition process in the area of police reform, which is central to the peace process, are limited. In addition, efforts to reform South Sudan"s security sector focus primarily on the military and the numerous armed groups. The police, on the other hand, possess few organizational and technical capacities and resources.
On behalf of the German Federal Foreign Office (AA), the GIZ-project "Strengthening the Peace Process in South Sudan" (StrePP) supports R-JMEC in the area of police reform. Active support in reforming South Sudan"s police not only contributes to combating (transnational) threats and strengthening the trust in the state security actors, but it also has a positive impact on peace and security in the country and in the region. The GIZ-project "Strengthening the Peace Process in South Sudan (StrePP) consists of two fields of action. In Field of Action 1, R-JMEC"s staff and technical capacities are strengthened concerning the provision of expert advice on institutional police reform through the provision of one Security Adviser Policing.
In Field of Action 2, a flexible fund mechanism is set up that can be used to quickly implement micro-projects being directly linked to the topic of police reform and thus supporting the overall programme"s objective. A particular focus is set on local peace and reform initiatives that identify opportunities for improved participation and empowerment of marginalised groups, especially girls and women, and for mitigating violence and discrimination. The gained results and experiences of these micro-projects will also be fed into the advisory services to be provided within the scope of Field of Action 1 and the planning of further activities.
Against this backdrop, the overall objective of the project is: the Reconstituted Joint Monitoring and Evaluation Commission (R-JMEC) and civil society actors have strengthened implementation and advisory capacities for supporting the reform of the South Sudanese police in the peace and transition process.
The tendered work package is mainly related to Field of Action 1 in which a Security Adviser Policing is responsible for providing the following services:
- advising and providing subject matter expertise in the area of police reform to R-JMEC
- Advising the RJMEC Leadership, through the Deputy Chief of Staff on the role and interplay between different security bodies and institutions and assisting in developing strategies and priorities for R-JMEC engagement in the policing sector.
- Advising R-JMEC on challenges and deficiencies in the work of the transitional institutions, and identifying opportunities for correction, where needed
- Serving as secretary to R-JMEC Security Working Committee, working closely with other members
- monitoring the implementation of police unification and reform by Revitalized Transitional Government of National Unity in South Sudan (R-TGoNU) in close coordination with the Deputy Chief of Staff of R-JMEC and other security advisers
- if needed, supporting in-country collection of data specific to police, i.e. small/targeted perception study focusing on the South Sudanese National Police Service (SSNPS) and gender
- coordinating with R-JMEC as to the data/information collection/needs assessment concerning the structures of the police force, with a particular focus on gender issues
- advising R-JMEC to develop a concept on how to promote an increase of women within the police forces and to develop measures addressing SGBV within the police forces
- incorporate the results and best practices gained from Field of Action 2 into the advisory services of R-JMEC and the planning of further activities.
