Beschreibung der Beschaffung
The 1995 Constitution of Uganda provides for four tenure regimes in Uganda: (1) Freehold, (2) Leasehold, (3) Mailo, and (4) Customary. The RELAPU project has been working in Teso (Soroti & Katakwi districts), Eastern Uganda on customary land since 2016, and in Central Uganda (Mityana, Mubende, Kassanda districts) on private Mailo land since 2017. As of 2020 the RELAPU project has started scaling up its activities in two new regions: Lango, Northern Uganda and West Nile, Northwest Uganda, both customary land.
The overall objective of the contract is to scale-up the RELAPU project as mentioned above to Amolatar district, Lango sub-region. The contractor shall be responsible for the implementation of the project in two sub-counties in Amolatar district, scaling-up the process established by the GIZ RELAPU project in Teso and Dokolo district, Lango. The duration of the contract is 30 months. The expected outcomes to be achieved by the contractor are:
Outcome: Access to land as a key prerequisite for poverty and hunger reduction in rural areas has improved for certain population groups, especially women and marginalized groups (elders, widows, youth, persons with disability), in two sub-counties in Amolatar district, Lango sub-region, Northern Uganda.
Indicator 1: 2,000 households on customary land in two sub-counties in Amolatar District dispose of a land inventory protocol; at least 1,000 of them have received a Certificate of Customary Ownership; all household members, especially women and marginalized groups are considered equally
Indicator 2: 80% of the land conflicts, that occur during the process to secure land ownership rights in the target communities in Amolatar district will be processed and solved with the participation of civil society actors
Indicator 3: 1 Good practice and lessons learned has been documented and is implemented outside the project region
As further outlined below this includes specific tasks such as:
- Task 1: Training and awareness raising activities, to guarantee a sustainable intervention on the land
- Task 2: Land conflict resolution before mapping through Alternative Dispute
Resolution Mechanisms,
- Task 3: Mapping of household parcels under customary tenure and producing Land Inventory Protocols and processing of Certificates of Customary Ownership (CCOs)
- Task 4: Identification of lessons learnt and elaboration of knowledge management products
- Task 5: Support and enable close cooperation with RELAPU components, PRUDEV and other land partners, especially key CSOs and traditional
institutions
In Lango sub-region RELAPU is working with farmer groups of the GIZ program "Promoting Rural Development in Uganda" (PRUDEV). RELAPU is following a demand-oriented approach in Lango, targeting farmers who already belong to farmers' associations or cooperatives. Mapping will initially happen upon request of the members of the associations or cooperatives and their neighbours. Therefore, the farmers" association or cooperatives serve as entry point into a community. Building on this, a systematic approach is envisioned to cover first the respective farmers and the neighbours followed by other community members. Capacities that have already been built up through PRUDEV, will be strengthened by increased legal certainty through land registration. In addition, the project supports processes for self-financed land rights documentation, for example for investors, farmers' associations and their neighbours. The contractor therefor will closely engage with both, the RELAPU and PRUDEV teams to ensure synergies and cooperation between the two projects. The consultant will further also enable cooperation with the RELAPU component "Promoting Responsible Governance of Investments in Land" (RGIL) which builds on field of action 3 of the project and aims to strengthen capacities of districts, investors and local population on responsible land governance.
