EU Directive 24/2014 requires that the award documents (tender documents, question and answer catalogues, amendment packages) be made available to you as a business operator
without barriers. We make these award documents available to you at
www.e-vergabe-sh.de.
Since 18 October 2018, the entire award procedure for all Europe-wide tenders must be conducted electronically. For applicants and bidders, this means that requests to participate and tenders can only be submitted in electronic form via our award platform
www.e-vergabesh.de. Communication during the tender procedure will also only take place in electronic form.
Therefore, we would like to point out that a free registration on our award platform:
www.evergabe-sh.de is mandatory for an application or submission of a tender. After registration, you must link up with the e-tendering platform of the GMSH. It is no longer possible to submit applications/ tenders in paper form for this invitation to tender.
Participation applications/tenders received in paper form may no longer be taken into account by GMSH during the examination and evaluation. The process does not change for business
operators who are already registered. Questions regarding the call for tenders: All questions regarding the call for tenders must be sent exclusively in writing by 1 March 2021 at the latest
to GMSH, Attn: Ms Ines Stölting (e-tendering system, e-mail:
Ines.Stoelting@gmsh.de or fax: +49(0)431-599-1465). After examination of the applications received, the three selected applicants will be invited to submit their bids. All questions in connection with the preparation of the bid/concept (2 stage of the procedure) must be submitted exclusively in writing by 10 March 2021 at the latest to GMSH, Attn: Ms. Ines Stölting (e-tendering system, e-mail:
Ines.Stoelting@gmsh.de or fax: +49(0)431-599-1465). The following documents must also be submitted with the application for participation.
5) Company presentation incl. services portfolio (see selection matrix). 2. self-declaration that the central business register does not contain any negative entries;
6) Self-declaration that the commercial central register does not contain any negative entries.
Note: the GMSH reserves the right to obtain an extract from the commercial register or equivalent proof before awarding the contract. 3.
7) If applicable: legal form of the bidding consortium to which the contract is to be awarded: bidding consortia are permitted. The evidence specified in the invitation to tender must also be submitted with the tender for all parties to a bidding consortium. All partners in a bidding consortium must sign the bid and the associated tender documents and name a consortium leader. The partners with the respective subcontracts must be named here.
All partners in a bidding consortium must declare separately the percentage of their liability.
8) Self-declaration that the contractor will not involve any related persons or companies in connection with the services/activities to be provided under the contract pursuant to section 285 No 21 of the German Commercial Code (HGB); if applicable, notification of any related persons and companies involved;
9) Declaration of no objection from the tax office or equivalent proof (proof of fulfilment of the obligation to pay taxes and duties).
Negotiation talks/presentations are expected to take place in calendar week 14. of 2021. A detailed evaluation matrix for the bids will be sent with the award documents.
During the bidding phase, the bidder can also submit its own terms and conditions of contract in addition to the existing draft framework agreement, which can be negotiated during the
award procedure.
Later during the subsequent mini-competition, the awarded framework contract partners are to submit their specific terms and conditions of insurance with the tender submission.
