On behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ is implementing a lot of different digital solutions in various sectoral and global projects united in the department GloBe. All these global projects need special expertise during the next years. With this tender we look for a team of Experts in the area of: Blockchain expertise.
The goal of this tender is to provide expertise on Blockchain to GIZ projects. The specific services can range from general advice on the preparation of studies to concrete support in technical implementation.
The following consulting services on Blockchain are to be provided for projects on digital transformation and digital development:
Consultancy for GIZ and its partners (e.G. application of Blockchain in a sustainable development context, explanations of Blockchain for a non-expert audience, risk assessments, sustainability assessments following the principles for digital development)
Assessment, design and support of Blockchain projects at GIZ.

Beschreibung der Beschaffung

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a German federal enterprise in international cooperation for sustainable development. We work for our clients and together with our partners on more than 1,500 ongoing projects in around 120 countries. GIZ employs over 20,000 people worldwide. Of these, more than 4,000 work in Germany.
The promotion and dissemination of digitisation is a development policy goal in its own right, which the Federal Ministry for Economic Cooperation and Development (BMZ) is pursuing in a special way together with its partners. On behalf of the BMZ, GIZ is implementing a lot of different digital solutions in various sectoral and global projects united in the department GloBe. In addition to the BMZ Digital Transformation Centres operating worldwide, these include a wide range of projects. In line with the needs and potentials of the partners, these projects support local capacities to shape the digital transformation themselves.
With this tender we look for a team of Experts in the area of: Blockchain expertise.
The goal of this tender is to provide expertise on Blockchain to GIZ projects. The specific services can range from general advice on the preparation of studies to concrete support in technical implementation.
The following consulting services on Blockchain are to be provided for projects on digital transformation and digital development:
1. Consultancy for GIZ and its partners on the following topics:
- the application of Blockchain in a sustainable development context (E.g. in agriculture, energy,?financial inclusion and the wider financial system and the public sector), including the development, deployment and integration of Blockchain systems.
- explanations of Blockchain systems including the current status and potential that are accessible for a non-expert audience, in particular in GIZ"s partner countries?
- risk assessments of the use of Blockchain in a sustainable development context, following international best practices and GIZs standards (will be provided)?and focussing on issues including the selection of consensus mechanism (in regards to sustainability and scalability), regulatorical hurdles, as well as mitigation measures for these identified risks
- sustainability assessments for Blockchain following the
- analyses of the ecosystems of Blockchain including the mapping and assessment of stakeholders and analysis of framework conditions in partner countries of German Development Cooperation, nationally, regionally or globally?
- contributions from a technical point of view to policy discussion around Blockchain e.g. data governance, local hosting requirements etc. ?
- creation of material for and implementation of capacity building measures in GIZ"s partner countries, in the section of Blockchain
Such consultancy shall include for example:
- Participation in calls and other off-site activities like virtual working group meetings?
- Remote Coaching and mentoring of GIZ"s partners?
- Desk research and drafting of factsheets?(2-4 pagers) and practical reports (up to 15 pages) on the topics?mentioned above.
- Design, preparation, organisation, documentation and results-based monitoring of working groups, workshops and missions in partner countries ?
- Remote Speaking at events or finding speakers for events on topics mentioned above (list not exhaustive) and participation in working groups, workshops and missions?
2. Assessment, design and support of Blockchain projects at GIZ. This?includes?
- Support in drafting terms of reference or specifications for tenders in that area?
- Identifying partners and stakeholders for such projects
- Assessing of and advising on sustainability issues around such projects?

1. Trading name and address, commercial register excerpt.
2. Eligibility declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply.
3. Eligibility declaration subcontractors if applicable.
4. Association clause if applicable.

Liste und kurze Beschreibung der Auswahlkriterien

1. Declaration on the average annual turnover for the last 3 financial years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year);
2. Declaration on the number of employees as at 31.12. of the previous year.

Bedingungen für die Teilnahme (technische und berufliche Fähigkeiten)

1. At least 4 reference projects in the technical field "Blockchain" in the last 3 years.
2. The technical assessment is only based on reference projects with a minimum commission value of 30.000,00 EUR.

Genaue Informationen über Fristen für Überprüfungsverfahren

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
