Beschreibung der Beschaffung
Mauritania is a vast, deserted and very poor country. In recent years, the government has shown a new impetus to move forward on decentralization and recognised the role it can play in promoting basic services, local development, social cohesion, stability, and security in the country and the Sahelian sub-region. Despite this commitment, progress in the implementation of effective decentralisation remains fragmentary. The project aims to sustainably reduce the gap between the strong will proclaimed by the government and the weak implementation of decentralisation. It intervenes on three main outputs and fields of action: The 1st field of action "decentralised management" aims at strengthening the performance of local authorities as well as the steerage of decentralisation by the central government (output 1). The 2nd field of action "local finance" seeks to strengthen the financial instruments and means at the disposal of local authorities (output 2). The third field of action, "local development", supports local governments in the elaboration, implementation and monitoring of development planning and the strengthening of citizen participation in local decision-making processes (output 3).
GIZ is seeking to procure the services of a contractor (consultancy firm or consortium) with relevant experience in the fields of decentralisation and capacity building of local governments to support the achievements of the three outputs of the programme. The contractor will focus mainly on contributing to output 1 (80% of contracted services) and provide limited and targeted contributions to output 2 (5% of contracted services) and output 3 (15% of contracted services).
The service provided by the contractor focuses on ProGRESP partners in the Assaba region of Mauritania and includes three main work packages:
Work Package 1: Support for local and regional management:
Work package 1 includes services aimed at putting in place the minimum criteria for the proper functioning of municipal and regional administrations. This includes technical and organisational advice, capacity building for municipal and regional agents and elected officials, with a focus on women, as well as the promotion of digitalisation among municipal and regional partners. The promotion of inter-municipal and inter-regional exchanges is also a key activity of work package 1.
Work Package 2: Strengthening local finances:
As part of work package 2, partner municipalities will be supported in mobilising own resources through digital strategies and tools.
Work Package 3: Promotion of local development and citizen participation.
Work package 3 includes on the one hand support to local and regional partners for the elaboration and implementation of local development plans through technical and organisational advice and capacity building. On the other hand, work package 3 seeks to strengthen tools and processes of regional and municipal authorities to include citizens in decision-making processes. This also includes capacity building of local civil society organizations. A focus is on the participation of vulnerable groups, especially women and young people. In addition, the contractor supports the implementation and monitoring of the Sustainable Development Goals of the 2030 Agenda at the local level.
The mission shall be carried out between 1 July 2022 and 31 December 2023 and involves the provision of one international (full-time) expert, two regional (full-time) experts and two national (full-time) experts, one administrative position as well as the extensive involvement of a pool of both national and international short-term experts.
