The German Ministry of Economic cooperation and development (BMZ) is supporting the Secretariat of the East African Community (EAC) to implement a joint development cooperation program intitled "Support for the East African Community", with the overarching goal to deepen economic and social integration of the EAC partner countries. In November 2020, the two partners agreed to implement a technical cooperation project to strengthen the management of transboundary water resources in the Lake Victoria Basin through capacity development measures supporting the Lake Victoria Basin Commission (LVBC) located in Kisumu, Kenya, and the EAC Secretariat located in Arusha, Tanzania. Additionally to the Lake Victoria Basin, the EAC region includes several other lake and river basins of regional importance.
Water resource security in the Lake Victoria Basin is a prerequisite for regional economic development and integration. To realise this integration, development of competencies in integrated Water Resource Management (WRM) at a political and strategic level at the EAC is equally required. Improved coordination processes contribute to the harmonization of technical and administrative processes in the partner countries and thus promote mechanisms for avoiding or managing conflicts of interest. By strengthening the cooperation between regional and national institutions in the partner states, the technical cooperation module contributes to deepening of regional integration. The focus of the services required will be on (i) strengthening capacities of the EAC Secretariat to create framework conditions for transboundary WRM in the East Africa Community; (ii) strengthening the capacities of the LVBC Secretariat to perform its core functions in the field of integrated WRM; and (iii) strengthening of the cooperation between the LVBC and the key actors on integrated WRM in the five partner states of the LVBC. A team of experts shall be provided by the Contractor for this purpose. Close coordination and consultation with the GIZ project team in Arusha will be required.

A Contractor is required to provide consulting services to support implementation of a technical cooperation project. The project aims at strengthening the integrated management of transboundary water resources (a) in the Lake Victoria Basin, through capacity development measures for the Lake Victoria Basin Commission (LVBC) in Kisumu, Kenya, and (b) within the East African Community (EAC), which counts several other lakes and river basins of regional importance. The project intends to achieve the following outcome: "Institutional framework conditions for integrated management of transboundary water resources in the East African community are improved." The services shall focus on (i) strengthening capacities of the EAC Secretariat located in Arusha, Tanzania, to create framework conditions for transboundary water resources management (WRM) in the EAC; (ii) strengthening the capacities of the LVBC Secretariat in Kisumu, Kenya, to perform its core functions in the field of integrated WRM; and (iii) strengthening of the cooperation between the LVBC and the key actors on integrated WRM in the five partner states of the LVBC.

The core of the required consultancy shall tackle aspects of water resource management and water security in the Lake Victoria Basin as a prerequisite for regional economic development and economic integration. Furthermore, development of more competencies in integrated WRM at a political and strategic level of the EAC is required. Improved coordination processes contribute to the harmonization of technical and administrative procedures in the partner countries and thus promote mechanisms for avoiding or managing conflicts of interest. By strengthening the cooperation between regional and national institutions in the partner states, the technical cooperation module contributes to deepening of regional integration. The module uses a multi-level approach. It supports strategic management at the regional level (EAC), strengthens the core functions of the LVBC at basin level and shall foster cooperation between the LVBC and regional key actors in integrated WRM, promoting use of good practices and expertise, while at the same time considering social and environmental safeguards and gender equality.

At the regional level (EAC, Arusha, Tanzania), the project shall develop three ready-for-finance IWRM project proposals based on the EAC-IWRM strategy, that will be proof-checked against a gender-sensitive EAC Gender & Safe-guards Checklist to be developed together with the EAC-Secretariat. A roadmap for strengthening of the institutions for transboundary IWRM in the EAC shall been developed with the EAC Secretariat, based on an analysis of the status of lake and/or river basin organisations in the partner countries. At the level of the LVBC, a mid-term review for the implementation of the LVBC Strategic Plan 2022-2026, under elaboration, shall be elaborated and introduced to the LVBC"s Council of Ministers, including recommendations on gender and inclusion of vulnerable groups. A background paper for the harmonization of the national effluent discharge guidelines in the basin shall be developed by the LVBC Secretariat to enhance harmonization of IWRM guidelines and standards. A "State of the Basin Report" with a focus of the topic of water quality shall be prepared and published. Finally, a knowledge platform on the topics of IWRM and for adaptation to Climate change in the Lake Victoria Basin shall be developed with the participation of the regional IWRM key actors, including research institutions.

The Contractor may be a single firm with local branches or a consortium of various consulting firms. The involvement of local consulting firms from the East African Region within subcontracting or joint venture arrangements will be permitted.
The overall duration of the Contract shall be 29 months from award of contract (anticipated from 01.07.2022 to 30.11.2024).
