Agriculture plays a major role in Ethiopian society. It is the source of income for around 71 percent of the population and accounts for 36 percent of total economic output. Nevertheless, Ethiopia has to import a considerable amount of food and spent about US-Dollar 1.8 billion on this in 2015, primarily for palm oil, sugar, sweeteners and wheat. At the same time, favourable climatic conditions offer great production potential that is not fully used. In some areas of the country, considerable increases in production are possible, which could in turn be used to supply other parts of the country or even allow Ethiopia to become a net food exporter. The Ethiopian Government wants to adopt agricultural mechanisation solutions as a way of achieving sustainable increases in smallholder productivity, therefore contributing to both higher incomes and the development of rural regions.
However, the lack of innovation in agricultural mechanisation and technology prevents smallholders from increasing their productivity and income. The use of machinery has been restricted largely to primary soil cultivation and to harvesting grain with combines. In many cases, the technology used is not only unsuitable for the agricultural conditions, but is also outdated and of poor quality. Furthermore, the number of technical training courses available in the area of agricultural technology is limited. Knowledge about specific site-adapted mechanised cultivation methods, the proper use of agricultural machinery and the efficient use of inputs is insufficient in large parts of the rural population. The efficiency and quality of mechanisation services are therefore also low.
The project Agricultural Mechanisation for Smallholder Farmers in Ethiopia (AMTP III) aims to improve the framework conditions for the spread of agricultural mechanisation in Ethiopia. This should be achieved through agricultural policy advise and capacity development for the use of machinery in agriculture. The following key outputs are planned:
(1) The planning basis for the implementation of the National Strategy for Agricultural Mechanisation is improved.
(2) The offer of governmental and non-governmental agricultural training institutions is strengthened with regard to mechanisation.
(3) The ability of private and cooperative service providers to deliver mechanisation services is increased.
(4) Stakeholders are better informed about the opportunities offered by agricultural mechanisation.
(5) An innovation fund to promote innovation has started its work.
This project is part of the overarching programme Promoting Agricultural Productivity in Ethiopia and contribute to its objective to improve the income and employment situation of the rural population in Ethiopia through agricultural productivity increases and the development of micro, small and medium-sized enterprises (MSMEs), which provide services and inputs for primary agricultural production or market or process agricultural products.
This project has a duration of three years (09/2021 until 08/2024). The geographical focus is on the regional states of Amhara and Oromia as well as the Southern Nations, Nationalities and Peoples' Regional State (SNNPRS).

GIZ seeks a qualified consultancy company for agricultural mechanisation in Ethiopia. The contractor shall implement the following outputs 2-5 of the project Agricultural Mechanisation for Smallholder Farmers in Ethiopia (AMTP III):
Output 2: The offer of governmental and non-governmental agricultural training institutions is strengthened with regard to mechanisation.
Output 3: The delivery capacity of private and cooperative service providers for services in the agricultural mechanisation sector is increased.
Output 4: Public relations and information offers on agricultural mechanisation has been intensified for farmers and decision-makers.
Output 5: An innovation fund to promote innovations in agricultural mechanisation has started its work.
Overall coordination of the project and implementation of Output 1 "The planning basis for the implementation of the National Strategy for Agricultural Mechanisation is improved" will be the responsibility of GIZ.
With the implementation of the outputs the contractor will directly contribute to the achievement of several project indicators and will therefore contribute to the Ethiopian National Agricultural Mechanisation Strategy.
- The tasks described below represent the general framework. The Consultant need to further refine the tasks and to adapt the activities and indicators in close coordination with GIZ as deems necessary. The contractor will be responsible for delivering the services that are necessary for achieving project outcome indicators 2, 3, and 4 (see below). Tasks referring to Output 2

- Indicator 2.1: 5 agricultural training institutions are accredited as official training centres based on their quality standards.
- Indicator 2.2: The number of graduates in 5 funded training institutions has increased by 100 per year.
? Essential activities
- Creation of non-material and material incentives (e.g. conditional allocation of funding) for the training centres to improve their quality standards.
- Strengthening competition among public and private training centres by improving the qualification of trainers.
- Advice and support in kind for the expansion of the training offered by the training centres to increase the number of participants.
- Tasks referring to Output 3
- Output indicator 3.1: A digital, regionally adapted market platform for agricultural services is available for 4 regions.
- Output indicator 3.2: The number of agricultural cooperative unions offering mechanisation services to their members on a private sector business model is increased by 15.
- Further training of employees of agricultural cooperative associations to professionalise their services
- Technical, business management training and further education for contractors
- Technical advice on the digital market platform for mechanisation services
- Advising the contractors' association on strengthening the association's structures and expanding its reach
- Establishment of model workshops for the maintenance of agricultural equipment
- Tasks referring to Output 4
- Output indicator 4.1: The number of field days organised annually with machine demonstrations, each attended by over 100 people, increases to 2 in each of 3 project regions.
- Output indicator 4.2: 2000 male and female farmers as well as decision-makers from cooperatives and cooperative associations are instructed in the use of agricultural machinery in 100 on-site demonstration events.
- Publicity campaign regarding the advantages of using machinery in cooperation with the private sector;
- Promote the provision of mechanisation services within agricultural cooperative associations;
- Conduct field days and local machinery demonstrations at village level;
- Preparation of argumentation tools (handouts, apps, events, etc.) for the support of mechanisation.
- Tasks referring to Output 5
- Output indicator 5.1: The funding guideline for the Innovation Fund is coordinated with the Ministry of Agriculture.
- Output indicator 5.2: 8 sustainable proposals selected via a "Call for Proposals" have received a funding commitment.
- Preparation of funding guidelines for the innovation fund in cooperation with the private sector;
- Preparation of a "Call for Proposals";
- Advising applicants on the preparation of project ideas and concepts;
- Selection of funding proposals and provision of funds;
- Development of concepts for the scaling of results.
