The integrity of the World Heritage Sites Taï National Park (PNT) in the southwest and Comoé National Park (PNC) in the northeast is threatened by the increasing degradation of natural resources in the riparian areas. The economic activities of the riparian population (agriculture, livestock and fisheries) are highly dependent on the ecosystem services provided by the two parks (including regulation of water quantity and quality, local climate regulation, insect pollination of crops). Heavy reliance on a few (export) crops and low levels of agricultural processing pose significant risks to rural households in the event of crop or price fluctuations. Low productivity and unsustainable resource management, especially of export crops, are accompanied by high land use, soil degradation, and deforestation. Biodiversity within the park boundaries is threatened above all by poaching and gold prospecting. Within the framework of the programme "Governance and sustainable management of natural resources in the area of Tai and Comoé" (Pro2GRN), GIZ, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), has signed an agreement with the European Union, which, together with the Federal Republic of Germany, is co-financing the Action entitled "Agroforestry Comoé" (December 2019). This Action, which is integrated in the Pro2GRN as its fourth output, has introduced in 2020 an agroforestry system in the western Comoé region that has already been tested in other countries to rehabilitate the fertility of agricultural soils, while creating new income opportunities and improving carbon sequestration. The contractor is tasked to elaborate an MRV mechanism targeting the area where Pro2GRN is carrying out its agroforestry activities. The MRV system should be able to evaluate
1. the impact of the ongoing project activities on the reduction of greenhouse gas emissions (GHG) and
2. the potential impact on an upscaling of the project activities on greenhouse gas emissions.
The system should be in-line with the approaches and processes regarding the national communications regarding NDCs (Nationally Determined Contributions).
The contractor will be tasked to set-up under the general supervision of MINEDD/DLCC a MRV mechanism in close collaboration with local authorities in the regions of Dabakala and Kong. The MRV system is not only to be set up, but the national and local authorities (the "users") are to be supported, trained and accompanied during the set up and use of the local mechanism for measuring, reporting and verifying (MRV) carbon sequestration. Therefore, the "users" need to be involved in the entire process subject of this contract, to be explicitly explained in section 3.2 and 3.3 of the technical offer. In addition, the contractor must ensure that the MRV mechanism developed and maintained at the local level can be integrated into the national MRV mechanism.

The contractor is responsible for providing the following work packages and the accompanying milestones. All listed deliverables shall be provided in French.
Work package 1: Review existing information on MRV in CIV to design the MRV system at the local Comoé level.
The final design of the MRV system will have to contain both
a) A clear description of the underlying methodology to measure, report and verify, and
b) A description of the institutional framework that explains roles and responsibilities for its operation on the local level but also how it will be made sure that the data can be used on the national level for respective NDC reporting (National communications and Biennial update reports).

Work package 2: Set-up of MRV system
Set up the MRV system backed by the necessary IT tools for its use at local level. For this step it is expected that the contractor will conduct regular field visits in the pilot region.
- Elaboration of a user manual outlining the details of the MRV system;
- Proposal of the technical tools needed to operationalize the MRV system, the development or introduction of digital tools must be done according to the "Principles for Digital Development";
- Conduct needs assessment to identify potential gaps that could hinder the implementation of the MRV system.
Work package 3: Capacity building of "users" of MRV system
The training should take place over a period of time that ensures that participants can independently take the necessary steps to carry out data collection and interpretation.
- Proposal of a technical capacity building program for "users";
- Preparation of required training materials;
- Training of "users" on the importance, use and functioning of the MRV system

Work package 4: Data inputs that are in line with output indicator 4.2 of Pro2GRN
Support and accompany government services for the local Measurement, Reporting and Verification (MRV) of four data inputs. All work carried out in the frame of this contract should be in line with ongoing developments on the national level. The MRV system in the Comoé region should have the potential not only to collect and process data but should also be integratable in the national system as to enable more meaningful analysis of the progress made towards NDC goals.
Support and accompany government services for the local Measurement, Reporting and Verification (MRV) of four data inputs. All work carried out in the frame of this contract should be in line with ongoing developments on the national level. The MRV system in the Comoé region should have the potential not only to collect and process data but should also be integratable in the national system as to enable more meaningful analysis of the progress made towards NDC goals.
The contractor has to determine relevant emission factors of different land use forms and collect activity data to be able to calculate emission estimates.
The contractor should
- Focus on data needed to improve estimates of key categories
- Collect data/information at a level of detail appropriate to the method used
- Review data collection activities and methodological approach, adapt if necessary
- Establish agreements with data suppliers to support consistent information flows
The contractor should use the up-to-date IPCC Guidelines for National Greenhouse Gas Inventories as methodological basis.
Work package 5: Assure sustainability / upscaling of MRV system
A concept should be elaborated that shows how the MRV system can be upscaled to other land use systems in CIV and which additional steps need to be taken in order to increase the sustainable "anchoring" in CIV.
