The technical cooperation module "Improvement and harmonization of disaster risk management with special emphasis on metropolitan regions of SICA member countries", which is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), is looking for a contractor to provide technical assistance for a prospective disaster risk management (DRM) in the Metropolitan Area of San Salvador (El Salvador) and the Central District (Honduras). In the context of this consultancy, the contractor will be responsible for the completion of three key work packages:

The first work package aims to support the documentation of roles, processes and development of cross-sectoral guidelines for the consideration of DRM in urban planning and development. In this package, the activities to be developed by the contractor will be oriented to document roles and mandates between the national and local level for prospective DRM, as input for its clarification and for the strengthening of metropolitan governance. In addition, the development of national cross-sectoral guidelines for the integration of prospective DRM in urban planning, land use planning and housing and infrastructure construction is foreseen.

The second work package aims to provide technical advice for the conduct of risk analyses as a basis for the preparation of mitigation measures. In this package, the contractor will advise on the implementation of four pilot prospective planning processes based on the risk analyses carried out, which will be carried out in an intersectoral manner, with the participation of the beneficiary community and under the "learning-by-doing" methodology. In this way, the planning process with a prospective risk analysis approach becomes a learning process oriented to the appropriation by the actors involved of the innovative methodologies of data collection and analysis that are expected to be applied, as well as of the multi-sector and multi-level consultation and participation mechanisms implemented. As a result of the planning, it is expected the identification of adequate structural and non-structural solutions to minimize the risks of cities to climate change, prioritization of the bank of proposed adaptation/mitigation measures, and development at the profile level of prioritized measures ready for the search and management of financing.

The third work package aims to develop the technical and managerial competencies of local state and non-state decision-makers for prospective DRM. The main hypothesis of the package is that municipal administrations are better able to manage existing disaster risks if they have the necessary capacities to interpret and make appropriate use of existing risk data, to plan and develop possible disaster risk mitigation measures in a targeted manner and with the involvement of civil society, and to identify appropriate sources and channels of funding. In order to bring about the necessary changes, above all, technical, process and decision-making capacities of municipal administrations and other relevant organizations are needed. In that sense, this work package is closely related to the capacities that are required to develop work packages 1 and 2 described above. The focus is primarily on planning measures and intentional behavioral changes at different levels (individual, organizational and systemic).

In general, the needs and interests of different genders, different living environments and the risk scenarios for men and women and possible dynamics of violence are to be taken into consideration. In addition, it is expected to strengthen collaboration between municipal, metropolitan, state and civil society administrations and inclusive planning for DRM at the local level.

Central America is one of the regions of the world with the highest risk of earthquakes, volcanic eruptions and (hydro)meteorological hazards, such as torrential rains and hurricanes, which have been aggravated by climate change. About five regional natural disasters occur every year. These affect cities in particular. Informal settlements, where almost 30 % of the people live, suffer significant damage, loss or injury, mainly due to floods and landslides. This complicates the already precarious situation of local populations, particularly women, who struggle with high rates of violence and a lack of social and economic prospects. Despite increased disaster risk due to climate change and urbanization, efforts to provide effective and sustainable support for resilient and sustainable urban planning by metropolitan regions in Central America have been hampered by inadequate capacity, poor coordination and a lack of utilization of synergies. In this context, a number of relevant strategies and policies have been agreed upon within the framework of the Central American Integration System (SICA). In particular, the Secretariat for Central American Social Integration (SISCA), through the Central American Council of Ministers of Housing and Human Settlements (CCVAH), published the Regional Plan for the Implementation of the New Urban Agenda (PRINAU-SICA) in 2021 to guide SICA member countries in their efforts to improve living conditions in cities. However, in most countries, the focus so far has been more on improving disaster response than on prevention and proactive planning measures that require a coordinated effort involving numerous actors. At the regional and national levels, there is a lack of efficient interconnection of the different actors. At the local level, cities do not have the necessary capacities to elaborate prospective solutions to local problems. Individual responsibilities and coordination arrangements at the national-local level are often unclear. This leads to gaps in the sharing of responsibilities and funding. Municipal actors are often overwhelmed by a large number of urgent tasks. At the same time, capacity is insufficient not only to address, prioritize and manage these tasks, but also to incorporate disaster risks into urban planning and policies.
