The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), implements the project "Improvement and harmonization of disaster risk management with special emphasis on metropolitan regions in SICA member countries" or - in short - Urban Resilience. In collaboration with SISCA through CCVAH, the technical cooperation module aims to help selected pilot metropolitan areas in El Salvador (San Salvador) and Honduras (Central District) to be better prepared to minimize the risks of climate change in their urban design processes. It is intended to make it easier for them to access technical, financial or human resources from higher level institutions to minimize disaster risks in the context of urbanization and climate change.

Central America is one of the regions of the world with the highest risk of earthquakes, volcanic eruptions and (hydro)meteorological hazards, such as torrential rains and hurricanes, which have been aggravated by climate change. About five regional natural disasters occur every year. These affect cities in particular. Informal settlements, where almost 30 % of the people live, suffer significant damage, loss or injury, mainly due to floods and landslides. This complicates the already precarious situation of local populations, particularly women, who struggle with high rates of violence and a lack of social and economic prospects.
