GIZ"s Technical Cooperation (TC) module Transboundary water cooperation in the Lower Mekong Basin II aims at increasing the relevance, effectiveness and efficiency of the Mekong River Commission (MRC), particularly for coping with development challenges in the Lower Mekong Basin (LMB) in the face of climate change. The TC module uses a combined approach that not only continues to strengthen capacity at regional level, but also addresses identified bottlenecks at national level, thereby further supporting the creation of an environment conducive to cross-border cooperation and effective and equitable use of resources in the water sector. The principal aim is to strengthen the governance in the water resources sector in order to balance competing uses of water, e.g. for hydropower production, fishing and agricultural irrigation in the Lower Mekong Basin. The module thus supports the MRC and its Member States at regional and national level in implementing the core functions of river basin management.
In that context, the TC module will support the MRC with the design and implementation of a Core River Monitoring Network (CRMN), aimed at collecting strategically important environmental and social data. The data shall provide the basis for sound decision making in the context of a developing basin facing several key challenges including Climate Change and increasing infrastructure on the mainstream and key tributaries.
The existing routine monitoring network that is being implemented in some disciplines for already more than 20 years, has shown to have some pending issues in order to be effective and efficient. Harmonized data collection across the different countries and consistent and continuous sampling is still a challenge. In addition, the financial implications of the current monitoring network make it hard to be sustained in the long term, considering MRC"s ambition to be self-financed by 2030. To address these challenges, the MRC decided to launch an assessment of the existing network and propose a redesign.
The TC module is supporting the assessment and redesign phase through technical and financial support in 2021 and 2022. In addition, Germany wants to support the MRC and the Member Countries with the successful implementation of the newly designed CRMN, once it is ready. Through this tender, the GIZ TC module is seeking a service provider to carry out three key components of capacity building: i) design and prepare a gender-sensitive Capacity Development Strategy (CDS) to be implemented at the regional, national and local level, ii) carry out some elements of the CDS, including trainings of trainers, and iii) procure one lot of technical monitoring equipment for 14 hydromet stations.
The design of the CDS shall be an inclusive process, including stakeholder engagement at all different levels, to ensure the strategy is tailored to the needs of the target group. The strategy shall be sustainable and feasible to ensure its implementation can continue beyond the implementation timeframe of the project. Trainings shall take place during the last year of the TC module (2024), based on the identified needs and approached within the CDS.

The GIZ project in support of MRC is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and works towards the achievement of the above-mentioned objectives. Within this context, the contractor is responsible for achieving the Output 1 - to build technical and organisational competencies at MRC for collecting relevant and reliable data on developments in the Lower Mekong Basin, complying with the associated indicators, and implementing the activities described below.
As soon as the reorganised core river monitoring network has been defined and agreed on in all countries, the responsible specialists in the national line ministries and their provincial and local agencies as well as in the MRC Secretariat and NMCs will undergo capacity building. For this, a comprehensive capacity building strategy is to be drafted, in consultation with the MRC Secretariat, the National Mekong Committees, the monitoring teams at national and provincial level in each MRC Member Country and the developers of infrastructure on the Mekong mainstream. The training courses will comprise effective and efficient data collection and handling as well as the operation and maintenance of monitoring stations. These measures will go beyond traditional training and include modern methods, such as peer-to-peer learning, mentoring, internships, study trips, etc. The training programme will be designed on the basis of a gender-sensitive strategy for capacity development that will ensure the equal participation of women and persons of diverse gender in training measures.
The service is broken down into three main work packages:
1. Work package 1: consistent of drafting of a Capacity Development Strategy (CDS) that aims to build the capacity of regional, national and local actors responsible to implement and coordinate the MRC Core River Monitoring Network. The strategy is also expected to promote gender equality in the water sector by focusing specifically on promoting the capacities of women and diverse persons.
2. Work package 2: consistent of the implementation of certain elements of the output of work package 1 - the Capacity Development Strategy (CDS). Capacity shall be built at different levels and within a range of different actors; at regional, national and local levels, targeting a variety of actors responsible to implement and coordinate the MRC Core River Monitoring Network and/or to build capacity in their country (i.e. Trainings of Trainers). The implementation of the strategy is also expected to promote gender equality in the water sector by focusing specifically on promoting the capacities of women and diverse persons.
3. Work package 3: consists of procuring the technical hydrological monitoring equipment for 15 hydromet stations. To ease the process, it is of value if the tenderer goes into consortium with the manufacturer of such equipment. The equipment must be in line with the currently used equipment in the MRC countries, to ensure data compatibility and know-how for operation and maintenance.
The implementation of work package 1 shall be preceded by an inception phase, including consultations with relevant stakeholders. The tenderer will prepare an inception report to be agreed by GIZ, MRC and the MRC Countries.
The personnel concept shall be a complemented approach between fixed key experts and pools of national and international experts, to allow the necessary flexibility throughout the implementations.
