The contractor assumes responsibility for the development and implementation of output 2. The development of the system should follow an agile management approach. This includes that the exact system requirements and the design of the system will be developed during the first project phases and in close cooperation with the users, the political partners and GIZ. The chapter "Tasks and deliverables" serves to structure the procedure. However, as the project is intended to lay the foundation for the digitalization of the CRVS in Cameroon it is important to state the basic assumptions for the system:
- Scalability: The system is to be implemented in 20 municipalities in three or four regions, and beyond that, national scalability needs to be envisaged.
- Extension of processes: Within the mandate, only births and deaths will be registered. However, the system must be expandable to register other events, such as marriage or adoption, at a later stage.
- Integration: The system is not intended to be a stand-alone solution; it must be designed to be compatible with other national IT-Systems.
The tasks are structured into 5 work packages: Work package 1 is the design and development of the system. It includes a requirements analyses and user needs, as well as the development and testing of prototypes in selected municipalities. Work package 2 is the rollout and deployment of the crvs system in 20 municipalities. The 20 pilot municipalities will change their business process according to the new system. a close coordination with the human capacity development package is necessary. The data transfer towards the national database is included in this package. Work package 3 is the technical support and handover. The municipalities will be supported during the initial implementation of the new system. Possible errors in the system will be detected and modified during this phase. Work package 4 is the human capacity development for users, and future users. For future users customized training modules will be developed. Work package 5 is about policy and legal support. The national partners will be supported in the creation of a conductive framework and laws. Also, the organization of national and international events to communicate about the project results.
