The goal of this framework agreement is to provide GIZ Morocco with a (one) reliable partner who flexibly provides high quality expertise in different technology consulting areas. Through joint learning and collaboration, the contractor will improve its own understanding of development work and GIZ approaches while supporting the DDU to scale its advisory services to the entire portfolio of GIZ projects in Morocco.
The expected benefits for the projects are:
i) quick and flexible access to high quality external expertise and support
ii) reducing administrative workload and time when procuring these services
iii) access to service provider that understands GIZ procedures (e.g. procurement process or data protection and security regulations) and overall goals (principles for digital development, sustainable solutions owned and managed by partners)
The goal of this framework agreement is to award one single contractor.
The period of assignment is from start of the contract up to 2 years, with the option of extending the contract twice for another 12 months each time. In total, a maximum period of 48 months could be covered by this framework agreement.
The overall estimated amount of consultancy services needed is up to 2387 expert days for all roles combined for the 24 months of contract duration.
For the first optional prolongation of 12 months, the additional overall estimated amount expert days is of 1194 experts days.
For the second optional prolongation of 12 months, the additional overall estimated amount expert days is of 1194 experts days.
Therefore the overall maximum amount of consultancy services needed for the maximum overall contract duration of 48 months is up to 4774 expert days.

If GIZ projects in other francophone African countries have demand for the described work, GIZ has the right to extend the same services to maximum two further countries. In this case travel expenses will be agreed upon separately. The possible countries are Benin, Senegal or Mauritania.
