The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Libya since 2005, with some breaks because of the civil war there. Due to the fragile security situation in the country, GIZ manages its Libyan activities from Tunisia. It has an office in Tripoli for project implementation.
Civil war broke out in Libya in the aftermath of the Arab Spring and the overthrow of Muammar al-Gaddafi, the country"s long-standing ruler. Despite peace talks involving international mediators, the country remains marked by conflict. Large numbers of people have been displaced. The succeeding governments have so far been unable to meet the expectations placed upon it regarding state-building, peace, and democratization. The country remains divided politically, and its central government structures are not functioning efficiently.
GIZ is working in Libya on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU). In cooperation with the local authority, it addresses a range of areas, focusing on Municipal development, decentralization, economic development and employment, and Healthcare.
GIZ provides advisory services to various bodies, including the Libyan Ministry of Local Government, which it is advising on state decentralization. It is also training municipal administration staff in urban development and project and financial management. The aim is to improve basic services such as waste disposal.
A further goal is to enable people to benefit from a more robust private sector and better training opportunities. To this end, GIZ is promoting the development of micro enterprises by providing training in entrepreneurial skills and starting a business. It is also improving vocational training for workers in sectors where demand is strong. This creates better employment opportunities and income for many Libyans.
GIZ is improving primary health care in the country. It is making health care institutions more efficient and supporting professional development courses for health care staff.
To carry out its activities, the GIZ is looking for a contractor capable of providing fully comprehensive safety & security support services for 24/7 risk management for international GIZ experts visiting Tripoli/Benghazi and selected municipalities in Libya. These services will include, but are not limited to:
- Transport from and to the Airports in GIZ Area of Operation (AO) (including "meet and greet" assistance by one international security expert during arrival and departure)
- Assessment of hotels and accommodations in our areas of operation for first-time visits in accordance with GIZ standards
- Vehicle support (armored and softskin) with drivers
- International team Leaders for each mission (split convoy)
- Provision of a movement monitoring service (own operated tracking system and operations room support for movement monitoring and emergency response)
- Emergency Response Team on stand-by 24/7 covering all areas of operation when missionaries are deployed and in permanent contact with the mission protection team in our areas of operations in case of emergency
- Bullet-proof vest, helmet, and radio for missionaries
- Emergency readiness and overland evacuation support (to Tunisia) for the International GIZ staff (upon request).
- Reporting included in the daily service charge per mission day (security information updates on a daily/weekly and/or situation relevant basis on Libya and/or the GIZ areas of operations.
- Security briefings and safety instructions given to the staff following the prior assessment of the relevant meetings" venues.
The contract, which can be renewed for two one-year periods under the same conditions will include up to 230 mission days per year.
