Kurze Beschreibung

The promotion and dissemination of digitisation is a development policy goal in its own, which the Federal Ministry for Economic Cooperation and Development (BMZ) is pursuing in a special way together with its partners. On behalf of the BMZ, GIZ is implementing a lot of different digital solutions in various bilateral, sectoral and global projects. In addition to the BMZ Digital Transformation Centres operating worldwide, these include a wide range of projects such as the Fairwork Foundation, the European Union-African Union Data Markets, ICT building blocks for digital citizen services or open data for policy-making. In line with the needs and potentials of the partners, these projects support local capacities to shape the digital transformation. The development of GIZ into a data-competent company is of central importance for our future implementation strength. As a data-competent company, we want to collect high-quality data with standardized tools, centrally classify and store data that can be applied across programs, and blend and supplement this data with externally available data. From this, we draw extended insights and evidence and offer data services. Working in Germany and in countries all over the world, our projects need special expertise during the next years including advise and hands on support on data analytics.
For this purpose, the Data Service Center (DSC) is a central support offering for projects to enable more efficient and higher-quality work with data. Projects must meet the increasing demands of customers and partners for data-based work. Up to now, they have been dependent on the development of numerous individual stand-alone solutions. This causes high and redundant development efforts and does not pay off for our company-wide development of data competencies. Through consulting, data analysis and central data infrastructure, the DSC helps projects to work more efficiently and reduce the need for redundant developments.The services offered by the Data Service Center (DSC) are initially aimed at projects. As soon as the necessary infrastructures and foundations for data-driven work have been created in the GIZ, the cooperation between projects and partner organizations is also considered. In addition, the needs of other central units, such as the corporate security or evaluation units, are served. The focus is on data services, which are provided with the help of internally available resources and capacities, but also in part with external service providers. Data services also include background services and products that are delivered in combination with consulting services. For example, data analysis of project control data includes services such as database and dashboard modeling as well as data storage in a cloud data infrastructure.
The DSC team consists of Data Scientists, Engineers and Analysts and Geoinformation specialists. There are topic leaders for specific areas of activity: infrastructure, Artificial Intelligence, Monitoring & Evaluation and Geographical Information Systems. They are the central contact persons for ongoing activities and customer inquiries in the respective topic area. As topic managers, they ensure coherence between order, cooperation, project and knowledge management, but also work on the data services themselves.With this tender we want to extend the work of the DSC and assure a group of quality proofed, subject matter experts (SMEs) for the area of data analytics. The selected experts will consult our internal employees from the DSC and the projects as well as our external partners. External partners could be officials from governance, member of social society or local start-ups.

Beschreibung der Beschaffung

The goal of this tender is to provide technical expertise on data analytics to GIZ projects. The specific services can range from general advice on the preparation of studies to concrete support in technical implementation. The DSC supports the contractor of this tender so that the SMEs also have profound knowledge of and experience in the sector International Collaboration and Development.
The selected contractor will consult employees and external partners of a variety of GIZ projects. These projects usually concentrate on sector specific interventions including agriculture, governance, healthcare, urban management, energy etc.
One example of a project that requires consultation by the contractor is the global sector project "Digitalisation for Sustainable Development" on behalf of the BMZ. The project manages a Digital Portfolio that provides a basis for the analysis, knowledge exchange and transfer of digital projects in German Development Cooperation.
The digital portfolio is being continuously optimized to respond to user needs; in this context, a dashboard is currently being developed to visualize the data. Both, the digital portfolio and the dashboard are in early stages and need continuous development and refinement to analyze and visualize large amounts of data for strategic foresight of current innovation and tech trends.
With five expert pools, the contractor will be responsible for providing data analytics for GIZ-led projects like above mentioned sample project "Digitalisation for Sustainable Development".
The services are to be performed with GIZ"s Data Service Center (co-provider of data analytics services) and under the supervision of GIZ projects (customer of data analytics services). The Data Service Center is currently in ramp-up phase and implements pilots of centralized data services for GIZ projects. Such services are similar to the ones of this assignment.
The following services are to be provided for GIZ projects.
Data analytics/Business Intelligence approach & design
- Working with GIZ (project) management to prioritize business and information needs & requirements
- Identifying and defining new (data-related) process improvement opportunities
- Advise on data-driven use cases in international cooperation across sectors and country contexts (e.g. Monitoring & Evaluation)
- Advise on data lifecycle management and related approaches, tools and potential solutions
- Communication with comissioning parties, partners and project staff (including progress reporting)
Data collection
- Advise and support the implementation of data collection methods (sampling and survey design for quantitative surveys, web scraping, social media listening etc.), tools and solutions
- Design, establish and maintain data collection systems in a central server environment (e.g. in cooperation with GIZ"s Data Service Center)
- Support digital survey design and implementation
- Support the contracting and training of local service providers for data collection
- Advise on the availability of and access to external data sources (e.g. Open Data, GIZ partner data etc.)
Data Management
- Advise on data management approaches, tools and solutions (e.g. data warehousing)
- Data modelling, developing and implementing databases
- Acquiring data from primary and secondary data sources and maintain data systems
- Filtering, cleaning and curating data from distinctive data sources
- Integration of different raw data sets into a joint data base
- Categorization, preparation and formatting of data sets for sharing with external organizations and/or the public (as Open Data)
- Recognize, interpret, and communicate patterns in data with GIZ project teams
- Pre-processing of external data sets, e.g. geo data, satellite imagery
Data Analysis
- Identifying, preparing and analyzing quantitative data sets to assess patterns and trends (datasets may be structured or unstructured and come from internal and external sources)
- Analyzing raw data using statistical techniques and tools
- Mining of joint data sets, calculation of KPI"s, data aggregation into indicators of interest (e.g. SDG or BMZ standard indicators)
- Spatial data analysis
- Applying techniques such as Machine Learning and Natural Language Processing to process, extract and classify information from texts and images
- Coding in Open Source languages (Python, R), document and publish in a repository
Data visualization
- Consult with GIZ project teams on data visualization needs and requirements
- Data visualization (charts, dashboards etc.) design and implementation in cooperation with GIZ project teams (e.g. utilizing MSFT Power BI) for project reporting purposes, decision making on project steering etc.
- Support GIZ project teams to revise the evaluation and visualization of M&E data through the development of suitable formats.
- Develop capacities within GIZ project teams for a permanent, evolving operation of the system to be set up

It is necessary to provide references in the technical field of "Data management or analytics" and "data collection or field survey implementation" and "data visualization or dashboard development" with a minimum commission value of 20.000,00 EUR.

Bedingungen für die Teilnahme (technische und berufliche Fähigkeiten)

1. At least 3 reference projects in the technical field of "Data management or analytics" and at least 1 reference project in the technical field of "data collection or field survey implementation" and at leat 2 reference projects in the technical field of "data visualization or dashboard development"in the last 3 years.
2. The technical assessment is only based on reference projects with a minimum commission value of 20.000,00 EUR.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
