The goal of this tender is to provide technical expertise on data analytics to GIZ projects. The specific services can range from general advice on the preparation of studies to concrete support in technical implementation. The DSC supports the contractor of this tender so that the SMEs also have profound knowledge of and experience in the sector International Collaboration and Development.
The selected contractor will consult employees and external partners of a variety of GIZ projects. These projects usually concentrate on sector specific interventions including agriculture, governance, healthcare, urban management, energy etc.
One example of a project that requires consultation by the contractor is the global sector project "Digitalisation for Sustainable Development" on behalf of the BMZ. The project manages a Digital Portfolio that provides a basis for the analysis, knowledge exchange and transfer of digital projects in German Development Cooperation.
The digital portfolio is being continuously optimized to respond to user needs; in this context, a dashboard is currently being developed to visualize the data. Both, the digital portfolio and the dashboard are in early stages and need continuous development and refinement to analyze and visualize large amounts of data for strategic foresight of current innovation and tech trends.
With five expert pools, the contractor will be responsible for providing data analytics for GIZ-led projects like above mentioned sample project "Digitalisation for Sustainable Development".
The services are to be performed with GIZ"s Data Service Center (co-provider of data analytics services) and under the supervision of GIZ projects (customer of data analytics services). The Data Service Center is currently in ramp-up phase and implements pilots of centralized data services for GIZ projects. Such services are similar to the ones of this assignment.
The following services are to be provided for GIZ projects.
Data analytics/Business Intelligence approach & design
- Working with GIZ (project) management to prioritize business and information needs & requirements
- Identifying and defining new (data-related) process improvement opportunities
- Advise on data-driven use cases in international cooperation across sectors and country contexts (e.g. Monitoring & Evaluation)
- Advise on data lifecycle management and related approaches, tools and potential solutions
- Communication with comissioning parties, partners and project staff (including progress reporting)
Data collection
- Advise and support the implementation of data collection methods (sampling and survey design for quantitative surveys, web scraping, social media listening etc.), tools and solutions
- Design, establish and maintain data collection systems in a central server environment (e.g. in cooperation with GIZ"s Data Service Center)
- Support digital survey design and implementation
- Support the contracting and training of local service providers for data collection
- Advise on the availability of and access to external data sources (e.g. Open Data, GIZ partner data etc.)
Data Management
- Advise on data management approaches, tools and solutions (e.g. data warehousing)
- Data modelling, developing and implementing databases
- Acquiring data from primary and secondary data sources and maintain data systems
- Filtering, cleaning and curating data from distinctive data sources
- Integration of different raw data sets into a joint data base
- Categorization, preparation and formatting of data sets for sharing with external organizations and/or the public (as Open Data)
- Recognize, interpret, and communicate patterns in data with GIZ project teams
- Pre-processing of external data sets, e.g. geo data, satellite imagery
Data Analysis
- Identifying, preparing and analyzing quantitative data sets to assess patterns and trends (datasets may be structured or unstructured and come from internal and external sources)
- Analyzing raw data using statistical techniques and tools
- Mining of joint data sets, calculation of KPI"s, data aggregation into indicators of interest (e.g. SDG or BMZ standard indicators)
- Spatial data analysis
- Applying techniques such as Machine Learning and Natural Language Processing to process, extract and classify information from texts and images
- Coding in Open Source languages (Python, R), document and publish in a repository
Data visualization
- Consult with GIZ project teams on data visualization needs and requirements
- Data visualization (charts, dashboards etc.) design and implementation in cooperation with GIZ project teams (e.g. utilizing MSFT Power BI) for project reporting purposes, decision making on project steering etc.
- Support GIZ project teams to revise the evaluation and visualization of M&E data through the development of suitable formats.
- Develop capacities within GIZ project teams for a permanent, evolving operation of the system to be set up
