Beschreibung der Beschaffung
The contractor is responsible for providing the following work packages and the accompanying milestones:
Work package 1: preliminary phase of the assignment
- Preparation and participation in a kick-off meeting with the ECREEE/GIZ team in Praia in order to:
? clarify roles and responsibilities
? discuss possible improvements to the rules, procedures and tools used during phase 1 of the ProCEM
- Discuss the content of the tasks for the year 2022. The discussions the content of the tasks for subsequent years (2023 and 2024) will be done at the beginning of each year.
Work package 2: Provision of advice to WAPP, ECREEE and ERERA on the implementation of the West Africa Clean Energy Corridor (WACEC) initiative
- Development of at least two (2) model contractual documents at regional level for the deployment of solar PV system
- Development of a catalogue of guarantees and insurances provided by ECOWAS States and International Financial Institutions (IFIs):
? Development of standard models of guarantees and assurances that ECOWAS Member States should provide
? Development of standard models of guarantees and assurances that IFIs and project promoters should provide
Work package 3: Provision of advice to national and regional institutions on developing/revising and implementing legal and regulatory framework
- Improvement and/or operationalization of at least five (5) priority measures identified among the 21 existing measures which were developed through TA & TAF during the previous phase of ProCEM :
? For large power plant: (i) power purchase agreement, (ii) concession agreement, (iii) Grid connection agreement, (iv) bid analysis methodology.
? For self-generation: (i) power purchase agreement, (ii) tariff model by technology (solar PV, small hydro, wind and biomass)
Work package 4: Development of RE projects, in taking into consideration gender mainstreaming
- Conduct at least 3 pre-feasibility/ feasibility studies of solar PV technology projects (It is recommended to keep a gender lens for this activity at different levels, specifically with regards to the analysis of gendered impacts of the projects or where potential exists women as beneficiaries or as labour force) already identified in the WACEC program;
- Develop a regional directive for the development of solar PV projects connected to the grid. It is advised, that the directive also considers aspects related to environment, social impacts and gender.
Work package 5: Reporting and deliverables
The CF shall develop and propose the methodology and detailed work plan for the assignment to GIZ and ECREEE. The parties will agree on the final list and content of the deliverables during the course of the contract period. These will include:
- Inception Report: The Inception Report, which will be submitted after the kick-off meeting, shall include a description of the methodology and a work plan with indicative milestones as well as indicators to monitor the timely and successful implementation of the assignment. The report shall be presented to GIZ and ECREEE within two weeks after the kick-off meeting (the date of the kick-off meeting will be agreed upon after contract signing).
- Draft and final reports for work package 2: Development of models contractual documents and standard models of guarantees and assurances.
- Draft and final reports for work package 3: Improvement and/or operationalization of large power plant and self-generation
- Draft and final reports for work package 4: Development of RE projects, in taking into consideration gender mainstreaming
- Project-specific outputs: The CF will prepare project-specific outputs to be agreed with GIZ and ECREEE. Project-specific outputs have to be submitted in English and French or Portuguese depending on the nature of the respective assignment. It will be agreed on a case-by-case basis, which documents have to be submitted in which language(s).
- All Final Reports: The final report will summarize the main activities, outputs and results of the assignment as well as lessons learnt.
All reports shall be submitted in one (1) electronic copy in English and one (1) electronic copy in French to ECREEE.
The Services by the Consultant include the preparation and submission in a timely manner of the reports, documents, grid models, maps and drawings in English and French.
The electronic versions will be provided on a USB key and will include:
- complete PDF version of the printed report, possibly in the form of a portfolio so as to limit the size of the individual files. This PDF version will be produced from the source files so that it can be indexed; a scan of the printed report is not acceptable.
- the original source files of the documents in a format approved by the stakeholders (for example, word file for texts or Excel for tables). The maps and grid models will be provided its source file format approved by stakeholders. Other schematics will be provided in Autocad format.
The Consultant, in addition to the events indicated above, shall make provisions in his proposals to take part to meetings to obtain comments on all draft versions of reports with particular reference to (i) kick-off meeting of the assignment (ii) Validation Workshops of draft Reports of all deliverables.
