With the aim to address the energy challenges of the West African region and pool efforts in the exploitation of the region"s abundant natural resources, the Economic Community of West African States (ECOWAS), in addition to the Commission"s Department of Energy, established institutional governance mechanism that resulted in the creation of specialized institutions and agencies such as, inter alia, the West African Power Pool (WAPP) with the mandate to integrate national power systems into a unified regional electricity market and coordinate trade of electricity among its Member States, the ECOWAS Regional Electricity Regulation Authority (ERERA) to regulate cross-border electricity interconnections and trades, and the ECOWAS Centre for Renewable Energy and Efficient Energy (ECREEE) to coordinate projects and programs relating to the promotion and development renewable energy sources, the increase of energy efficiency to improve access to modern energy services and energy security in Member States..
The regional electricity market is not yet fully functional. So far, only small amounts of electricity are traded/exchanged across borders. Member states are reluctant to implement existing regional policies, regulations and processes. Many energy utilities are held back from participating in regional energy trade by structural deficits, economic weaknesses and a lack of operational capability. The full potential of RE in the region has also barely been exploited to date. Integration of RE into the grid is being hindered by largely technical and regulatory issues. As a result, the institutional, technical, legal and regulatory frameworks for a climate-friendly regional electricity market are still insufficient (core problem). The regional energy project "Promotion of a climate-friendly electricity market" (ProCEM) supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is designed to support the creation of an environment conducive to operationalising the second phase of the electricity market in the ECOWAS region. This phase follows the first phase, which began in 2018 and saw the infrastructure, instruments and institutions of the West African electricity market developed and/or established. The second phase, which involves the operational phase of the regional electricity market, is envisaged for 2022 and provides for an intensification of energy trade between the WAPP member states.
Background of ECREEE-GIZ Cooperation
The present assignment is part of the cooperation between GIZ and ECREEE in the framework of the regional programme "Promotion of a Climate-Friendly Electricity Market in the ECOWAS Region (ProCEM II )", which is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and supports ECREEE as well as WAPP and ERERA. At the same time, it is a continuation of some key activities of the previous project phase (AGoSEREE-AO), which strives to strengthen the technical skills of selected stakeholders in the public and private sectors in order to improve policy frameworks for expanding RE and prepare for corresponding investments.
It is in this context that GIZ in collaboration with ECREEE is seeking to recruit a consulting firm (CF) to provide advice to national and regional institutions of ECOWAS member states on the implementation of the WACEC program. The WACEC initiative has been transformed into an integrated and harmonized program with its institutional implementation framework and has been validated by stakeholders in October 2021. The implementation of the priority activities of this program will address the development/improvement and implementation of legal and regulatory documents for the integration of variable Renewable Energies (vRE) into the grid.
