Tourism in Uzbekistan is considered as one of the strategic sectors of national economy, capable solving in long term perspective different social and economic challenges including creation of new job places. Starting from 2017 a number of significant reforms have been carried out including simplification of visa and registration procedures to create better conditions for tourism development and contributed to the increased number of tourists.

Starting from 2017 a number of significant reforms have been carried out including simplification of visa and registration procedures to create better conditions for tourism development and contributed to the increased number of tourists.
Although, the overall situation is positive and progress is evident, many challenges and constraints are observed including insufficient diversification of tourism products and services, low quality of services, weak promotion and marketing, undeveloped infrastructure and transportation. Among these challenges, uneven development of tourism in different regions has special relevance. The major attention and resources, including finances and professional human resources, are still focused on high profile regions, i.e., Bukhara, Samarkand and Khiva. At the same time, it is a favorable time to reverse the trend as the Uzbek government is highlighting and making changes to promote and create better conditions for tourism development for the entire country but specially for less promoted and developed regions such as regions of Ferghana Valley.

The heritage of folk crafts and craft traditions is the most well-known and most popular segment of the tourist product of Fergana Valley, which is included in most of the "classic" tours to this area. Most big tour operators include the trip to Ferghana Valley as a part of general tour to Uzbekistan which minimize the number of overnights and in most cases, tourists stay only in the Ferghana region. Bordering with Kyrgyzstan the region offers an advantage to develop cross-border tourism and increase the number of tourists coming to Ferghana Valley.

Besides the challenges posed by an inadequate infrastructure and transportation in the region, the development of the tourism becomes complicated due to insufficient number of tourism service providers with high quality services and diversified tour products, insufficient number of local professional guides and ineffective promotion.
Tourism capacity of the Ferghana Valley is not used to the full extent. Seizing this opportunity would require solving different challenges. The situation is compounded by a lack of qualified specialists working both in the public and private tourism sectors. The absence of meso-level organizations working in the tourism sector in Ferghana Valley is also impeding the development of Ferghana Valley as a unique tourism destination.

Therefore, the project intends to support tourism development in Ferghana Valley through implementing activities focused on promotion of the destination, building and strengthen the capacities of tourism sector stakeholders, diversification of tourism products, development of the handicraft sector as a tourism cross cutting sector with highest potential for income generation and job creation. When it comes to diversification of tourism products there is a potential to connect tourism action in Ferghana Valley with development of the agricultural value chains which is another project intervention area. Particularly, rural tourism along with community-based tourism could be complemented through activities planned by the project in the agricultural sector.
Therefore, the project intends to support tourism development in Ferghana Valley through implementing activities focused on promotion of the destination, building and strengthen the capacities of tourism sector stakeholders, diversification of tourism products, development of the handicraft sector as a tourism cross cutting sector with highest potential for income generation and job creation. When it comes to diversification of tourism products there is a potential to connect tourism action in Ferghana Valley with development of the agricultural value chains which is another project intervention area. Particularly, rural tourism along with community-based tourism could be complemented through activities planned by the project in the agricultural sector.

1. At least 3 reference projects in the technical field "tourism and rural development" and at least 1 reference project in CIS countries (Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan or Uzbekistan) in the last 3 years.
2. The technical assessment is only based on reference projects with a minimum commission value of 100.000,00 EUR.
