The PPIP (http://tenders.go.ke) was developed in July 2018 to enable Procuring Entities (PEs) comply with the requirements of the Executive Order No. 2 of June 2018 which required all Procuring Entities (PEs) to publish all advertisements, tender awards, and details of signed contracts. The Portal is a central system for collection and dissemination of information to stakeholders. Prior to this, the Government in 2014 implemented a procurement module (Procure 2 Pay) through re-engineering of the IFMIS which is being used at both levels of Government. However, PPIP remains a standalone tool that does not connect directly to IFMIS hence the need for this tender, especially, in the era of Open Contracting approach which has emerged as a promising tool for enabling evidence-based oversight of the public procurement processes world-wide.
This tender is presented in six (6) Work Packages detailed in the Terms of Reference (ToR) and seeks to bring on board a contractor to undertake OCDS data transformation by reconfiguring the PPIP user interface for a better look, feel and ease of use. This will include incorporating relevant links for both the PPIP and IFMIS for user support/ and optimize the process of generating OCDS data. The Portal needs to be integrated with IFMIS for purposes of pulling data related to tendering, awarding, contracting and implementation. Notably, the IFMIS is based on Oracle Database Management System whereas PPIP uses MySQL DB System.
Based on the foretasted, the Consultant will be required to redesign the SQL server/database for hosting of consolidated information from the PPIP and IFMIS. The proposed changes are intended to make the PPIP an important information source for the overall picture of the Public Procurement and Asset Disposal System in Kenya by providing access to an extensive database that will promote collection, analysis and correlation of data with different levels of detail. It should be designed to meet large transactional loads and accommodate many visitors.
The Consultant shall recommend and develop an electronic user support links as well as self-help guides and information for PPIP users through adoption of current technologies that enables any user issues to be logged, tracked, and resolved. Further, the Consultant shall address system security concerns through technical approaches including, but not limited to addressing issues of unauthorized access to the system and to data, eavesdropping, logs and audit trails, and adherence to internal Information Security procedures and processes of PPRA among others.
At the end, the Consultant shall prepare an administration manual and a technical manual for functional and technical users in charge of creating roles, uploading data, users, permissions, set-up/deployment, and configuration parameters, amongst others. The Consultant shall also prepare an OCDS publication policy and the disclaimer policy upon discussion and approval with the partner (PPRA).
The major deliverable for the contractor will entail a functioning reconfigured and integrated PPIP and IFMIS, transfer of knowledge to the users and technical staff by way of Training of Trainers and submission of a report on the process, handover of the System to ensure its functionality and operability is seamless. The contractor will provide support for the go-live of the system. A handover agreement will be drawn to facilitate maintenance requirements and renewal of certifications necessary for proper functioning of the System. This will be finalized, signed and a post implementation review report prepared, submitted and accepted after a penetration testing is conducted.

This means that the contract duration may be increased during the implementation. This is optional and depends on the programme priorities and the budget availability. Thus within the framework of the basic project described in these ToR, GIZ reserves the right to award additional services and to extend the contract in duration up to additional 15 months, to the successful company in this procedure.
