Kurze Beschreibung

Bolivia has significant renewable energy (RE) sources. The development of these energies has shown that in the short term, it is possible to displace representative quantities of the national electricity demand and, therefore, the consumption of fossil fuels. In the medium term, the country could increase the generation capacity of the national electricity system and could even form part of the export potential; and in a long time, they will be a critical factor in significantly reducing the country's dependence on fossil fuels and guaranteeing the country's energy independence and security.
In RE, efforts are needed mainly to strengthen the sector's institutional and technical capacities. Only with a consolidated institutional framework will it be possible to create the legal bases, and plan and implement concrete projects to develop these RE sources in the country. On the other hand, technical capacities must be considered from an approach that allows for improving the projects' operational and management conditions and in previous stages for planning and attracting financial resources to make developing an expanding project portfolio feasible.
As far as EE is concerned, it is still necessary to develop local capacities in the area. Implementing measures to promote the rational use of energy and the socialisation of local experiences as replicable and scalable case studies with quantified impacts, such as electric mobility, promote cleaner and more efficient technologies.
This can mitigate hydrocarbon subsidies, increase efficient domestic electricity consumption, electrify public transport and reduce air pollution.
Developing effective and locally adapted strategies to increase EE through measures such as electric mobility is often limited by insufficient capacities. Relevant EE-related data from the electricity sector is primarily collected non-systematically and therefore only used to a limited extent for policy formulation. Hence, policy and planning strategies are not sufficiently fact-based. Inter-institutional coordination should be supported, primarily in the promotion of electric mobility.
The strategic processes and plans of the electricity sector are designed based on short and medium-term schemes. However, no planning processes and long-term goals guarantee the sector's social, economic, or environmental sustainability.
The German Federal Ministry for Economic Cooperation and Development (BMZ) subsequently commissioned GIZ to implement the "Renewable Energy Programme" (PEERR). PEERR started its activities in April 2019 and will probably end in June 2024. The objective of PEERR is "Conditions for the expansion of grid-based renewables and increased energy efficiency are improved".
PEERR is structured into 5 outputs:
1) Planning and regulatory framework for RE
2) RE project development and integration into the electricity system
3) Energy efficiency
4) Training of professionals in RE and EE
5) Electric mobility
GIZ intends to contract a service provider to continue the implementation of outputs 3, 4 and 5 of the programme. The objective of Output 3 is to create the institutional and technical bases that will contribute to adopting concrete actions to promote and implement EE in the country. Output 4 seeks to improve the supply of training and technical education. To this end, specialised installers for PV installations will be trained to promote decentralised generation focusing on the needs of the current regulation. Output 5 is to contribute to introducing electric mobility in Bolivia to promote cleaner and more efficient technologies, mitigate hydrocarbon subsidies, increase efficient domestic electricity consumption, electrify public transport and reduce air pollution.

Beschreibung der Beschaffung

This assignment contributes to PEERR"s overall objective to improve the conditions for expanding grid-connected renewable energies (RE) and increased energy efficiency (EE). The contractor should build on previous measures, use experience, and create synergies with other development cooperation (DC) efforts.
The contractor is responsible for achieving the expected results of Outputs 3, 4 and 5 of the PEERR.
Output 3 - Energy efficiency
The objective is to create the institutional and technical bases that will contribute to adopting concrete actions to promote and implement EE in the country. Technical assistance will be provided to the Vice-Ministry of Electricity and Alternative Energies (VMEEA) and will focus on promoting and developing EE. The knowledge acquired by the professionals will be transferred to the different levels of the institutional structure through courses, workshops, training and work tools. The contractor provides technical assistance to the VMEEA and other relevant actors in developing studies of national scope and impact-focused on qualitative changes in specifically agreed sectors.
Key activities for Output 3
- Organisational advice to the VMEEA on implementing the national EE strategy (e.g. organisational structure, staff development, operational planning, processes and workflows).
- Advice to the VMEEA on implementing the EE programme in public buildings (e.g., quality assurance of energy audits, monitoring and evaluation system, analysis of funding possibilities).
- Analysis of EE potential in 2 priority sectors with recommendations on efficiency improvement measures, prioritisation and support, and financing mechanisms
- Analysis and feasibility studies (technical-economic) of incorporating EE measures.
- Advice and support for implementing 2 EE measures in public institutions.
Output 4 - Training of professionals in RE and EE
Because RE and EE are emerging topics in the local context, there is a considerable limitation in the number of specialised local staff. The objective is to improve the supply of training and technical education. To this end, specialised installers will be trained to promote decentralised generation focusing on the needs of the current regulation (D.S. 4477) in coordination with the VMEEA and local vocational-technical training centres.
Key activities for Output 4
- Advise educational institutions (e.g. universities, technical schools) on adapting the different training programmes to the needs of the RE/EE sector and the Bolivian labour market, considering gender aspects.
- Advise educational institutions (e.g. universities, technical schools) in designing and implementing practice-oriented training for installation technicians in the RE sector.
- Develop a curriculum for solar PV installers in 4 technical training institutions.
- Design 3 pilot practice-oriented training centres for installation technicians in the RE sector.
- Acquire the equipment designed for the 3 pilot training centres and install it to implement the training courses. Technical accompaniment and piloting 4 training centres for installation technicians in the RE sector.
Output 5 - Electric mobility
The objective is to contribute to introducing electric mobility in Bolivia to promote cleaner and more efficient technologies, mitigate hydrocarbon subsidies, increase efficient domestic electricity consumption, electrify public transport and reduce air pollution. The national electricity sector has an oversupply of almost 100%, so the interconnected national system needs policies to promote domestic consumption and justify investments. In this sense, electric mobility is a means to increase domestic electricity consumption efficiently. At the same time, it can reduce fossil fuel consumption with its associated benefits.
Key activities for Output 5
- Organise a regional delegation trip with the participation of 8 key actors to broaden knowledge and integrate best practices in developing strategies for electric mobility.
- Advise VMEEA and other institutions on technical procedures that promote electric mobility.
- Diagnose the needs of key actors to strengthen their technical, economic and financial knowledge to promote and develop electric mobility and identify at least 5 institutions to be part of this training.
- Technical advice to VMEEA and other relevant national institutions in technical committees to promote electric mobility.
- Strengthen technical, economic and financial knowledge to promote and develop electric mobility for identified professionals through training.
- Advice in elaborating and formulating project proposals to promote electric mobility.
For the implementation of these tasks, the tenderer is required to provide 6 core experts (1 team leader and 5 technical experts with a total of 1.332 expert days), 2 expert pools (total of 308 expert days) as well as equipment (up to 49.000 Euro). Individual trips by the core experts to or in Bolivia are necessary; however, a large part of the services provided by the core experts can be performed from their home bases.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.

4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
