With coordination offices on three continents, GIZ"s Social Protection Innovation and Learning (SPIL) global programme facilitates cross-border knowledge exchange and global learning about adaptive social protection (ASP). This aims to improve the resilience of social protection systems with regard to large-scale shocks and crises. The programme brings together social protection with disaster-risk management and climate-change adaptation, collaborating with a series of national, multilateral and international partners. Amongst them are the World Bank, the Partnership of Economic Inclusion (PEI), the Consultative Group to Assist the Poor (CGAP), the International Labour Organization (ILO), the Asian Development Bank (ADB), and the World Food Programme (WFP). It also implements a variety of exchange formats, with a view to scaling up innovations and consolidating social protection systems in partner countries. The aim is to achieve this via three interrelated areas of action. These are, firstly, global knowledge exchange, which is fostered through high-profile public events that target development and government decision-makers. Secondly, focussed specialist workshops, which are organised to expand the conceptual boundaries of ASP and thirdly, their discoveries, which feed into the global exchange and into operationalising ASP at country level.
Besides its regular activities to promote global exchange and learning, the programme sets out to implement country packages in selected countries to support the implementation of social protection strategies in partner countries. This will take place in the form of a complementary technical assistance (TA) facility to build and implement social protection systems (including social assistance and social insurance schemes) that are adaptive and responsive to shocks in the long-term. The intervention in countries builds on a strategic partnership with the World Bank by linking German TA programmes with IDA (International Development Association) social protection investments to enhance the impact of investments on systems strengthening and donor coordination. The current intervention focuses on Rwanda and Uzbekistan and might be extended as part of a next project phase.
The country components will be complemented by a global component that implements knowledge exchange and targeted innovation support. It includes the provision of specialized expertise such as on standard setting e.g. in the digital sphere (interoperability, data protection) and links to existing work packages on the global level such as knowledge exchange with bi- and multilateral social protection programmes.

The contractor is asked to provide a flexible support structure for the dynamic implementation of the global and in-country work packages described above. The contractor is expected to form four pools of technical experts ("expert pools") who contribute their expertise to the intervention areas outlined in the field of (digital) adaptive social protection and, thereby, support the project staff to draw when required while remaining flexible and responsive to the needs of the partners and commissioning parties.

At national level, the experts on the different topics within (digital) adaptive social protection will work closely with the national GIZ staff and provide advice and direct implementation support to the team consisting of one international team lead as well as 5-6 national long-term advisors. At global level, the assigned experts will work closely with staff from the Social Protection Innovation and Learning programme and provide advice and direct implementation support to the team via one assigned focal point. Support by the expert pools will be provided remotely as well as in-country.

Due to the duration of the current project phase, the preliminary duration of the contract is until 08/2023, however, the tasks outlined in the tender are designed for a duration of 3 years as GIZ aims to renew and extend the contract accordingly (see options in the ToRs).

The contractor is responsible for the implementation of selected activities under the following work packages:
o Under work package A ("Support to global programme activities") the contractor is expected to a) provide advisory services on ASP and its digital infrastructure (e.g. interoperability, data protection, better use of data, digital strategies) to the GIZ team, b) support the implementation of workshops and events on the topics, and c) conceptualize, implement or contribute to development of explorative studies, concepts, and guidance documents.

o Under work package B ("Support to the complementary technical assistance in Rwanda") the contractor is expected to support the strengthening of data based steering capacities for social protection related reforms at MINALOC (Ministry of Local Government), b) support the strengthening the dynamic elements of the social registry and its integration into the wider digital architecture of the social protection system, and c) support the roll-out and operation of the dynamic social registry and digital payment channels at various levels.

o Under work package C ("Support to the complementary technical assistance in Uzbekistan) the contractor is expected a) to support to policy formulation as well as implementation of the new social protection strategy, b) to support the strengthening of evidence and data-based steering capacities of national ministries and agencies involved in social protection design and delivery, and c) support the improvement of social protection service delivery at decentralized level in Usbekistan.
