Colombia is one of the 17 countries with the greatest biodiversity worldwide. However, the biodiverse forest areas are being converted to other forms of land use to a high degree. The share of land use change in national greenhouse gas emissions is estimated at about 55 %. Extensive livestock farming is one of the main drivers of deforestation. It occupies the largest share of agricultural land in Colombia, about 34 million hectares, and accounts for about 60 % of the deforested area in the Amazon. In 2020, Colombia lost 166,000 ha of primary forest.
Colombia has committed to reducing greenhouse gas emissions by 51 % (national NDCs) and to ending gross deforestation by 2030. The national development plan (Plan Nacional de Desarrollo 2018-2022) sets the goal of reducing deforestation by 30 % in this period. The so-called "Pact for Rural Areas" (Pacto por el Campo) defines as a line of action the harmonization of agricultural use with the protection and sustainable use of natural resources. The new forest policy formulated by the National Council on Economic and Social Policy (Consejo Nacional de Política Económica y Social, CONPES 4021) also provides lines of action for the promotion of sustainable production systems to consolidate the agricultural front and sustainable rural development.
Colombia is a regional pioneer in the development of approaches to sustainable livestock management (ganadería sostenible). The anchoring and widespread implementation of these approaches has a high potential to reduce the poverty-induced pressure of livestock farming on forest ecosystems. Agreements on deforestation-free production (Acuerdos para la no deforestación de bosques naturales) have been concluded between the government and private companies for various agricultural value chains (VC).
The German Cooperation, through GIZ, is implementing the project " Deforestation-free rural development (ProRural)", in close collaboration with its Colombian partners, notably Presidential Agency for International Cooperation (Agencia Presidencial de Cooperación Internacional, APC) as the political executing agency and the Ministry of Agriculture and Rural Development (Ministerio de Agricultura y Desarrollo Rural, MADR) and the Ministry of Environment and Sustainable Development (Ministerio de Ambiente y Desarrollo Sostenible, MADS) as the implementing agencies.
The overall objective of the program is as follows: " The implementation capacities of key actors in the public sector, civil society and the private sector for deforestation-free rural development are strengthened ". To achieve this, the project will strengthen the regulatory framework and capacities of actors in dairy and meat value chains for sustainable, deforestation-free cattle production and improvement. The target group is the rural population in the departments of Caquetá and Meta along the milk and beef value chains. Intermediaries are private sector companies, consultants, NGOs, employees of regional governments and municipal administrations.
The Program's efforts are focused on the following three main thematic areas:
(1) Improving production, marketing, and income generation which aims to value the organizational, technical, and entrepreneurial capacities of actors along the dairy and meat value chains.
(2) Strengthening the capacities of actors at the regional level which is focusing on strengthening operational and technical capacity for the implementation of sustainable, deforestation-free livestock management at the regional level.
(3) Improving the regulatory framework which is aiming to improve the regulatory framework at national level that promotes sustainable and deforestation-free rural development.

The following services will be tendered by GIZ in the framework of the project "Deforestation-free rural development (ProRural)" in Colombia.
The project is implemented both at the national level and in the departments of Caquetá and Meta. Emphasis is placed on building on what exists thus replicating and up-scaling what is proven.
The project will support the process of developing a national standard for sustainable cattle farming within the framework of the national working group on sustainable cattle farming (Mesa Nacional de Ganadería Sostenible). In addition, the environmental awareness of the end consumers is raised regarding the risk of deforestation in connection with the consumption of dairy and meat products through information campaigns. Special attention must be given to a) the avoidance of duplication and b) to generate added value to ongoing activities.

MADR will be strengthened in its coordination function of the cattle farming sector at national level and in the development of sustainability guidelines. MADS will be supported in the implementation of protocols and standardized parameters for monitoring the implementation progress of the companies that have signed the zero deforestation agreements.

MADR, MADS, regional governments and state actors at the regional level will be supported in developing sector strategies and their implementation plans and in being able to better perform their functions in the area, including forest conservation. Private companies along the milk and meat supply chains are advised on how to align their internal procurement policies with sustainability and freedom from deforestation.

Extension adviser will be trained with a focus on sustainable cattle management issues (farm planning, good environmental cattle management practices. Where possible, this is done via the digital learning platform Atingi, which enables both offline courses and courses via mobile phones. In addition, the professional competences of employees of all the above-mentioned organizations are improved through further training offers (classroom and digital formats) and on-the-job training, so that they can perform their tasks adequately or better. Regarding these services, it is essential to avoid potential duplication with existing initiatives.

The successful bidder will be responsible for achieving the following outputs:
(1) The organizational, technical, and entrepreneurial capacities of the actors along the sustainable and deforestation-free dairy and meat value chains are leveraged.
(2) The operational and technical capacities for the implementation of sustainable, deforestation-free cattle farming at regional level have been strengthened
The successful bidder will contribute to:
(3) The regulatory framework for sustainable, deforestation-free rural development is improved at the national level.
Activities include
(1) Advice on building and strengthening trading alliances between processing companies and groups of small livestock farmers
(2) Advice on farmland management
(3) Advice on good agricultural practices
(4) Advice on avoidance of deforestation along the value chains
(5) Advice on financing mechanisms and access to funds as well as setting up a revolving fund scheme
(6) Strengthening mechanisms for coordination, dialogue, and exchange of experiences at departmental level on deforestation-free sustainable livestock management
(7) Promoting inter alias sustainable cattle farming
(8) Training of agricultural extension workers with a focus on sustainable, deforestation-free cattle farming
(9) Strengthen business development of the various actors along the meat and milk value chains
(10) Foster marketing deforestation-free products along the meat and milk value chains
(11) Analyze and update the "zero deforestation" traceability system
(12) Advice on MRV systems for land use changes and their compatibility with the traceability of deforestation-free products in the meat and milk value chains
(13) Contributing to the development of national guidelines for sustainable cattle farming and the articulation and leverage of funding mechanisms
(14) Contributing to the National Round Table on Sustainable Cattle Management to facilitate dialogue and concertation on relevant sector issues
Activities will be implemented by a team of experts based in Meta and Caquetá, Colombia including.
(1) Expert 1: Team Leader - Long term international expert
(2) Expert 2 and 3: National long-term experts: Dairy and Meat chain specialists for Meta and Caquetá respectively
(3) Expert 4 and 5: National long-term experts: Deforestation-free and low-emission cattle farming specialists for Meta and Caquetá respectively
(4) Expert 6: National long-term expert: regional policy advice and MRV systems
(5) Pool of short-term experts for ad hoc support and backstopping as well as administrative staff
Fixed amounts are available for local workshops and local subsidy contracts. The contract will be concluded for a period of 28 months.
