The GIZ project Wastewater Treatment, Reuse and Water Supply (WTR) is a central technical cooperation module in the new "Management of Water Resources" development cooperation programme in Jordan and contributes to four of the programme"s five fields of activity: i) sustainable sector funding, ii) sustainable drinking water supply, iii) wastewater treatment and reuse as well as iv) energy efficiency and climate change. The project will improve the performance of the three Jordanian water utilities and of the Water Authority of Jordan in terms of water supply as well as wastewater treatment and reuse. It will endeavour to reduce the physical and administrative water losses in selected water supply areas and ensure safe operation of wastewater treatment plants in the project region in permanent compliance with chemical, biological and physical minimum standards.

The project activities are divided into five fields of action / outputs. The scope of Lot 1 of this consultancy is part of Output 5 of the project, which has the objective to strengthen the technical and management capacities of Aqaba Water Company to implement the management contract for the Al-Karak governorate. The scope of Lot 2 of this consultancy is part of Output 4 of the project, which has the objective to improve the technical and administrative implementation of the management contract for the selected operating areas of the Miyahuna Water Company in Balqa.

The overall objective of this consultancy is to prepare a water infrastructure master plan and a detailed hydraulic model for the tertiary level of the network for the two Regional Operating Units (ROUs) Salt & Ain Al Basha in the Balqa governorate. This includes detailed assessments, surveys, and master plan outputs, which are consistent with the ongoing KfW, USAID projects and the National Water & Infrastructure Master Plan.

This master plan shall study and evaluate the existing systems in the two ROUs and identify needed improvements. It is intended to assist the Ministry of Water and Irrigation, the Water Authority of Jordan, and Miyahuna Water Company with decisions on cost-effective resource allocation and capital investment priorities to meet municipal water needs through the year 2050. This includes taking into consideration the expected population growth, demand trends, expected water loss reductions as per the new NRW water strategy, and the suite of currently planned strategic projects.

The outcomes of this comprehensive water infrastructure master plan for the ROUs Salt & Ain Al Basha will provide the national water infrastructure master plan with the details needed for identifying the future water investments. The tertiary hydraulic model for the two ROUs will be a key input to Miyahuna"s infrastructure master plan and will also be an input to an overall detailed hydraulic model for the entire kingdom.

The consultancy is expected to accomplish the following main outcomes:

1. Development of a calibrated hydraulic model for the tertiary level of the water infrastructure, including hydraulic network analysis and calibration, and taking into consideration expected future water resources, operation schemes and system expansions.

2. Preparation of a tertiary infrastructure master plan and development of a Bill of Quantities & cost estimate for capital investment priorities to be identified by Miyahuna water needs through 2050 for the project area, taking into consideration the anticipated NRW reduction as per the new NRW strategy.
