Kurze Beschreibung

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the Indonesian Ministry of Transport (MoT) in the implementation of sustainable transport measures in two closely related projects of SUTRI NAMA and INDOBUS.
Sustainable Urban Transport Programme Indonesia (SUTRI NAMA):
The SUTRI NAMA project funded by NAMA Facility aims to transform urban transportation in Indonesia into a sustainable low-carbon sector. The overall goal of the project is that cities in Indonesia contribute to climate change mitigation through sustainable transport policies and infrastructure projects supported by a national urban transport program. SUTRI NAMA will support transport demand management measures and targeted improvements of local bus systems in 5 pilot cities (Bandung, Semarang, Makassar, Pekanbaru and Batam). The project also provides technical assistance to local governments through a Technical Support Unit (TSU), development of funding mechanism, development of monitoring, reporting and verification (MRV) system for emission reductions, capacity development, etc.
SUTRI NAMA project has been implemented since 2017 and will be concluded in December 2022. The project has successfully supported the establishment of TSU in MoT and trained them yearly including training of trainer. The project also extensively supported the set-up of a nationally funded mechanism named Buy The Service (BTS) programme including technical studies, regulatory framework, training, etc. Furthermore, the project completed studies such as technical design for NMT, Parking, and Potential GHG Emission Reduction Studies in 5 pilot cities. On its final year implementation, the project is preparing capacity development program on sustainable transportation for local governments.
Indonesia Bus Rapid Transit Corridor Development Project (INDOBUS):
The INDOBUS project is a stand-alone technical component of the SUTRI NAMA project. The State Secretariat of Economic Affairs of Switzerland (SECO) finances the component. INDOBUS" primary aim is to assist selected Indonesian cities in developing bus rapid transit corridors as a backbone for sustainable urban mobility systems, through a mix of technical and investment assistance. At national level, INDOBUS supported the MoT in establishing the necessary regulatory framework and policies for BRT systems in Indonesian cities as well as coordinating efforts of all other line ministries to effect substantial progress e.g. through initiating high-level policy dialogues. At local level INDOBUS assists selected pilot cities namely Bandung, Semarang, Makassar, Pekanbaru and Batam in developing (constructing) the BRT corridors and the setting up the state-of-the-art BRT management and operations including human capacity development.
To achieve its outcomes, including BRT corridors with segregated bus lanes are developed, the project works on 3 specific outputs: (1) Technical concepts for BRT corridors establishment are delivered to Indonesian partner cities; (2) Guidance on BRT-based sustainable urban transport is provided at local level; and (3) MoT, Public Works and Development Agency have been provided a BRT planning framework and traffic simulation support capabilities to the local level.
INDOBUS project has been implemented since 2017 and initially was planned to conclude in 2022. To maximize its support in implementing BRT in pilot cities, the project received approval to have neutral cost extension until December 2024. During its implementation, the project accomplished many of its targets such as development of 3 pre-feasibility studies in Bandung, Pekanbaru, and Semarang, and 5 feasibility studies in Bandung, Pekanbaru, Semarang, Makassar, and Batam. The project has developed the concept design of integrated ticketing strategy, and multimode facilities which provided recommendations to the stakeholder. Beschreibung der Beschaffung

The consulting firm shall support the successful implementation of the INDOBUS project in close coordination and consultation with the Principal Advisor of the project and his team. The consulting firm will provide pools of short-term experts (STE) which can be deployed flexibly according to the specific demand. Experts assigned to the pools are required to work on specific technical tasks as well as to provide conceptual know-how and expertise (for example on methodological concepts and instruments) to support policy advise of project partners and beneficiaries. Furthermore, STE can be requested to contribute to capacity development of partner institutions and individuals (e.g., trainings, study tours). Places of assignment will be agreed upon among GIZ and the consulting firm on a case-by-case basis but usually require preparation at the location of the consultant and missions to Indonesia (including travel to cities within Indonesia). The team of the consulting firm as well as the consulting firm must be capable to respond to changes flexibly and create processes of change jointly with the GIZ team.
The focus of this tender is on urban transport, regarding the areas described below. To provide a significant benefit to the project team, implementation partners and national partner governments and partner cities the consulting firm should have relevant experiences in working with developing countries and economies in transition. At the same time, the consulting firm should provide considerable expertise about the recent developments and best practices on urban transport concepts and solutions applied in industrialised and developing countries as well as emerging economies.
To support the implementation of INDOBUS project, the consulting firm should strive to support the following target indicators which are aligned with the project"s output. Based on the project implementation status, some of the target indicators has been progressing through various activities up until now. The consulting firm is expected to continue building on that progress. The target indicators are:
Output 1 INDOBUS : BRT corridors with segregated bus lanes are developed
Output 2 INDOBUS : Public transport management in Indonesian pilot cities is strengthened to comply with internationally recommended planning and service standards.
Output 3 INDOBUS : Urban transport policies at ministerial and city levels reflect focus on the development of BRT corridors in Indonesian cities, which are aligned with international good practice.
With the aforementioned area of expertise and target indicators, the consulting firm are expected to work on the following topics:
Topic 1 : Sustainable Urban Transport
Topic 2 : Urban Transport Financing
Topic 3 : Bus Rapid Transit
Topic 4 : Public Transport Reform and Restructuring
Topic 5 : Public Transport Fare Collection Framework
The required service includes but is not limited to the following tasks in respect to the topics specified above:
- The Contractor provides technical update on progress on task deliverable, process, and challenge throughout a quarterly meeting (remote)
- Technical input
- Conducting studies and modelling (technical, financial, etc)
- Preparing material for presentation (power-point, poster, etc)
- Sharing of international experience / best practice
- Support to the preparation and participation in country missions
- Preparation, implementation and documentation of different events: e.g. trainings, webinars, technical workshops, conferences and side-events
- Moderating and presenting of outputs and technical know-how
- Preparation and accompanying of study tours
- Participation and active contribution to planning workshops, consultation meetings, site-visits, etc.
- Advise on organizational development (institutional restructuring, defining roles and responsibilities, defining work plans, coordination management, etc.)
- Implementation of surveys (e.g. field studies, interviews, data collection)
- Contribution to the design of knowledge products, publications, etc
- Provide documentation on meeting taken (Minutes of Meeting/MoM)
- Provide all complete and structured data gathered through surveys, analysis, etc
- Providing draft of ToR on the follow up activities based on the general topic mentioned
- Coordination of other consultants, coordination, and communication with project partners

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
