Kurze Beschreibung:

Through this procurement procedure DEG Impulse gGmbH is seeking a consultant who will support the scaling of the develoPPP Ventures program over the next 3/4 years within Africa and beyond. The program invests in startups (with or without European parent companies) that can generate a measurable, positive social and environmental impact alongside financial return.

Estimated volume of the framework agreement with the consultant: 4,500,000.00 EUR.

Maximum volume of the framework agreement with the consultant:

7,000,000.00 EUR.

Beschreibung der Optionen:

The framework agreement will be valid for a period of 3 years. The term of the framework agreement will thereafter be automatically extended for one further year, unless DEG Impulse gGmbH terminates the framework agreement.

Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:

a) (on request of DEG Impulse gGmbH) Proof of the bidder's incorporation and/or registration, as prescribed in its country of origin, on one of the professional or trade registers or provision of a certificate or an oath that is engaged in the profession in question in a specific place and a given business name

b) (on request of DEG Impulse gGmbH) Proof of payment of the bidder's taxes according to the legal provisions of its country of origin

c) (on request of DEG Impulse gGmbH) Proof of payment of the bidder's social security contributions according to the legal provisions of its country of origin

d) Declaration of the bidder that reasons for exclusion from participation as described in Sec. 123, 124 GWB do not exist.

Apart from this information the bidder has to hand in the following with the request to participate:

- Signed Standard Form Russia Sanctions (exhibit 9)

- Signed NDA (exhibit 10).

Wirtschaftliche und finanzielle Leistungsfähigkeit:

a) (On request of DEG Impulse gGmbH) Statement of the company's overall turnover of the last three financial years available

b) Proof of a current professional liability insurance for all types of liability claims.

The proof of the economic and financial standing and the technical and professional ability can be provided also by sub-contractors/"suitability lender". In this case the bidder has to submit the "formal commitment". Insofar as the bidder relies on the capacities of a third company to fulfill the economic and financial standing criteria ("suitability lending" pursuant to Section 47 para. 3 VgV), DEG Impulse gGmbH requires joint liability of the bidder and the third company for the execution of the contract in accordance with the aforementioned standard. A corresponding declaration by the third company on the assumption of joint liability must be attached to the application to participate.

Mindeststandards: b) Coverage amount of at least 500,000 EUR, 2-fold maximized.
Technische und berufliche Fähigkeiten:

a) Indication of the company's experience working in the impact investing/entrepreneurship support eco-system

b) Description of similar projects in the last five years. The references shall show experience in implementing the scope of work as described in the ToR, particularly they shall show:

(1) Extensive multi-sectoral experience and knowledge in the economic and business landscape as well as the (impact) startup scene in East and North Africa, as well as other African countries

(2) Cooperation with local experts/startup support organisations in Africa, Latin America and Asia

(3) Collaboration with investors focusing on emerging markets (e.g. Business Angels, VCs, impact funds)

(4) Extensive experience providing relevant technical support to startups in their various stages of growth

(5) Experience with assessing startup business models and implementing donor-funded programs around impact investing/startup financing

c) Number of the bidder's manpower dedicated to donor-funded project implementation regarding impact investing and technical assistance.

a) Minimum of 10 years of experience

b) Track record: The description of each reference has to include name and address of the client, (if possible) Client's contact person with phone number and email address, rendered services and time of performance, (if possible) letter of reference by the respective client (the presence of a letter of reference is not an exclusion criterion). At least four references. The prerequisites (1)-(5) must each be fulfilled at least once; it is not necessary that all prerequisites (1)-(5) are fulfilled within one reference.

c) Minimum number of 5 persons.
