Description of the subject and scope of the contract:
A competition to award a contract for Facilities Services for OCCAR-EA’s Bonn Site for a 3-year duration from 1st September 2023.
The main objective of the contract is to provide the following services to OCCAR during office working hours (08:15 -17:30 Monday to Thursday & to 15:30 on Fridays):
- To provide receptionist support for two reception points, manned during office hours;
- To provide a travel booking and administrative service during office hours;
- To manage postal, messenger, stationery and portering (furniture moving) services;
- Provision of First Aid support to OCCAR staff, with trained first aid staff;
- Administration of meeting room usage, preparation and catering;
- To provide first tier support in Facilities Management such as fault reporting, minor fault fixing;
- Any other reasonable office related tasks as directed by the OCCAR Site Management team.

Geschätzter Gesamtwert: 1 800 000 EUR 💰
Kurze Beschreibung:
- It is expected that a prime contractor is awarded the final contract. Whilst sub-contracting will be authorised, the prime contractor will be required to submit to open book accounting (prices agreed with any subcontractor) with OCCAR-EA, to validate the price, including any management fee and profit margin added by the prime contractor. There will also be a requirement to provide information on performance management criteria between the two parties in such a relationship

- The contract starting date is planned to be 1st of September 2023.
- The contract duration will be three (3) years with the option of an extension for one (1) year twice. Probationary, performance and renewal conditions are to be agreed in the contract.
- The contract will be awarded to the Most Economically Advantageous Tender ensuring best Value for Money in accordance with the Invitation to Tender (ITT), subject to minimum technical criteria being demonstrated.
- The bidder should be a security cleared company and shall provide a copy of Facility Security Clearance (FSC). The provided staff shall have a Personal Security Clearance (PSC) at the given level. A waiver will be given of 6 months to allow a PSC to be obtained, subject to the application for security clearance being made. (Facility Security Clearance (FSC) requires a “Geheimschutzbetreuung durch das Bundesministerium für Wirtschaft und Energie”, Personal Security Clearance (PSC) requires a “Sicherheitsüberprüfung gemäß Sicherheitsüberprüfungsgesetz)

- It is mandated that the lead on-site representative and team will be able to communicate in English (both orally and in writing).
Dauer: 36 Monate

Two one-year options will be included as part of the contract taking the potential maximum total contract duration to 60 months.
