The Hanse Office consists of three townhouses with a very high representative standard in the Avenue Palmerston in Brussels, which are owned by the City of Hamburg. The rental space of the three townhouses comprises 1,670 m², of which 1,215 m² is let to three commercial tenants. The remaining space is vacant.

Kurze Beschreibung:

This tender is for a new property manager for the Hanse Office in Brussels.

The currently existing management contract ends on 31.12.2022. Therefore, a new manager is needed from 01.01.2023 for the provision of property management services. The manager is to provide the services specified in more detail in the management contract and in the specifications.

This tender is conducted as a negotiated award in accordance with the Sub-Threshold Regulation (UVgO) below the threshold value set out in Article 4 of Directive 2014/24/EU. If this notice refers to a competitive procedure with negotiation due to the design of the notice form, this means a negotiated award under the UVgO.

The notice in the Official Journal of the EU is published in the interest of European competition due to its relevance to the internal market. Requests to participate from market participants based outside Germany and in particular from market participants based in Belgium are expressly encouraged.

In addition to the award documents, all other information about this award procedure such as changes to the award documents, answers to questions provided via the platform under the link under I.3). Applicants as well as members of a bidding consortium must each individually submit the following evidence and declarations with their application, whereby each member must prove his suitability for the service area he is to take over.

List and brief description of the eligibility criteria:

1. extract from the professional or commercial register, not older than 12 months (Annex 1),

2. absence of grounds for exclusion (Form 3).

Mindeststandards:

Re 1. Proof of the existence of a business/professional liability insurance with a sum insured of € 2 million (per claim; 2-fold maximised) for personal injury and € 2 million (per claim; 2-fold maximised) for property damage and financial loss with a liability insurer or credit institution authorised in the EU (a copy is sufficient).

Re 2. Average minimum annual turnover in the last three completed business years of 100,000.00 EUR.

Mindeststandards:

Re 1: At least one project concerning the provision of services comparable to the tendered service (property management of a property with a high representative claim) with a fee per year of at least EUR 25,000 gross. At least two years of service provision must lie between 01.01.2015 and the end of the participation period.

Re 2: At least 4 employees in the last 3 completed business years on average, who are employed with comparable services.

Re 3: The designated project manager must be named. He/she must have at least 5 years of project experience in property management.
