Description of work and services to be provided:
The contractor will provide targeted short-term expertise and capacity development measures to selected public institutions in Moldova in the process of EU integration. Based on the governments systematically prioritised reforms, the project supports individual measures aiming to directly improve the capacities of selected public institutions and their staff to implement the government programme.
Services shall be delivered by the supply and management of short-term expert advice and will be organised in three work packages (WP).
WP 1: Improving the capacities of public institutions for the implementation of the Government Program and advancement in the process of EU integration
The Project's counterparts are supported in improving their capacities for the implementation of the Government Program with the focus on the aspects of good governance, strategic planning, policy development, and advancement in the process of EU integration. The contractor is expected to provide support to selected working groups involved in coordinating the European integration process as well as for the Directorates for Coordination of Public Policies and European Integration within Ministries. The work package includes analytical work, capacity development measures as well as organisational and technical advice.
WP 2: Supporting EU Integration and Capacity Building in the Agri-Food Sector
The Ministry of Agriculture and Food Industry (MAFI) is committed to aligning the agri-food domain with EU standards. However, achieving this alignment necessitates additional support to effectively coordinate the harmonization process. The contractor will work closely with MAFI representatives and develop the capacities of designated ministry staff to align Moldovan agri-food legislation with the EU standards. The services will be delivered by the contractors" experts and consultants in form of support instruments (e.g. study-visits, capacity-building measures, coaching, workshops, etc.)
WP 3: Supporting EU Integration and Capacity Building in the Education and Research Sector
As the central authority responsible for the development of the education and research sector, the Ministry of Education and Research aims to align its strategies with European Union standards. The Contractor will collaborate closely with ministry representatives to address the identified support and expertise needs and to strengthen the Ministry"s capacities to align Moldova's education and research sector with EU standards. The services will be delivered by the contractors" experts and consultants in the form of support instruments (e.g. study-visits, capacity-building measures, coaching, workshops, etc.)
