BACKGROUND
This Request for Information (RFI) replaces the old RFI published on 19th April 2023. This new RFI will be published not only on the Finnish notification channel Hilma (
http://www.hankintailmoitukset.fi), but also on TED which is supplement to the Official Journal of the EU (
https://ted.europa.eu/fi/).
For the avoidance of doubt, this notice is not intended to be taken as a call for competition, and any subsequent procurement
process will be subject to a further contract notice.
SUBJECT MATTER, REGISTRATION AND QUESTIONNAIRE
Metropolitan Area Transport Ltd. (KLOY), Helsinki, Finland is seeking a new metro train detection system and is interested to
learn about various technologies and solutions available in the market which can serve the purpose.
If you have declared your interest towards the old RFI and answered questions attached to the old RFI, you don’t need to register and answer the questions again as your registration is still valid. Only if you haven't registered your interest and answered the questions before, we ask you to familiarize to the Appendix M_TD-00004 METKA_TD Project RFI Questionnaire which you can find via the following link after you have registered and logged in to the eTendering Service:

kilpailutus@hansel.fi to be able to participate in all stages of the upcoming market dialogue. If you register later, it is possible that the comment period has already ended and you are not able to comment the draft materials.
The replies to the questionnaire will support KLOY in obtaining relevant information on the market and in planning prospective procurement procedures. The replies submitted will be treated confidential on behalf of KLOY.
Interested companies should note that answering the questionnaire is not a condition for participation in the final tender competition and non-participation does not constitute an obstacle to participate in the final tender competition.
SCHEDULE AND MARKET DIALOGUE
KLOY intends to send the draft material of the upcoming procurement to registered companies for comments in a so called market dialogue which is expected to take place during Q2/2024. Registered companies will be given the opportunity to comment on the draft material in writing. Participation or non-participation in the market dialogue does not preclude participation in the final tender competition.
Interested companies should note that KLOY shall not be liable for any costs incurred by interested companies as a result of their participation in this request for information or in the market dialogue.
The final Call for Tenders is expected to be published during Q2/2024.
