In the catalogue for digital open-source products developed by GIZ and DIAL, products based on the specifications are made available. With a digital test environment developed specifically for GovStack, the GovStack Sandbox, governments can develop Prototypes for digital administrative services and test them at a low threshold. This improves the quality of digital government services and accelerates their development. The main Goal is to create an instance of the Ukrainian eGovernment tool Registry management system (further called "Prototype") from Open-Source modules and deploy it into a separate "Registry management system Sandbox" into the "GovStack Sandbox". Both Sandboxes aim to be an isolated, safe environment simulating a small governmental e-service system (reference implementation of the GovStack approach). While the Platform Sandbox is an environment where the Prototype of the Platform is installed, with the demo service on top of the Registry management system, the GovStack Sandbox is the technical interface for other Governments to test and experience GovStack Solutions. The Platform Sandbox is therefore connected through the GovStack Sandbox with a so-called Mediator. Both Sandboxes are not intended to be production environments, and it does not contain sensitive data. It is a demonstration environment to learn and a technical environment to test and develop digital government services.
The tender is about to find a contractor for the following services:
- Prototype creation and deployment to Platform Sandbox: The Prototype deployed into the Sandbox will be used to demonstrate functionality, provided by the Platform. It shall showcase the operation of the Platform by showing the creation, modelling and usage of the Platform in an effective way in on-line mode.
- Gateway Component: The Prototype implementation provides a gateway component that is deployed inside the GovStack Sandbox. The gateway provides s GovStack-compliant API and transparently accesses the externally deployed Protype Sandbox.
- Extracting Building Blocks: The current Platform has a deep integration with a signature and an authentication module. These modules shall not be an integrated part of the Prototype and delivered in a separate Building Blocks which will be deployed separately to the Sandbox and integrated through interfaces. In general, the Platform is ready for this integration and has to be adjusted through the installation scripts.
- Localisation: As the current Platform is only available in Ukraine language and there is no localisation module implemented it is requested from the contractor to design a new module which shall give the current Platform and the Prototype a possibility to switch between different languages.
- Demo Registry: For showcasing reasons one requirement of the tender is also the creation of a demo registry and a service (Governmental Process) of the tender shall also be the implementation of one example registry.
