The Project

- develoPPP is a program that
intends to foster the involvement of the
private sector in areas where business
opportunities and development policy
initiatives overlap. The develoPPP program
offers financial and technical support for
companies operating in developing countries
and emerging markets that create
development impact and long-term benefits
for the local population. In particular, the
program"s overall objective is to contribute to
the socio-ecological-feminist transformation
in the partner countries in cooperation with
companies.

behalf of the BMZ by GIZ GmbH as well as
the DEG Impulse gGmbH a subsidiary of
DEG - Deutsche Investitions- und

The develoPPP program launched a new
funding window in 2021 called develoPPP
Ventures to support the growth phase of
local small and growing businesses (SGB)
that have the potential to generate a
measurable, positive social or environmental
impact alongside financial returns. Hence,
develoPPP Ventures is seeking locally
registered SGB with innovative and scalable
business models that have a direct positive
impact on reaching the Sustainable
Developments Goals (SDGs) and the
population on the ground. (see program
eligibility criteria).

Through this instrument co-financing of up to
EUR 100,000 (with a potential top- up for
successful ventures at a later stage) will be
provided. Prerequisite will be that the
company acquires additional funds from
another source of at least the same amount
(matching-fund-model). develoPPP Ventures
financing is tailored to lift these companies
above the first threshold of becoming
attractive enough for commercial (impact)
investors and / or financial institutions. The
SGB must be registered in a country where
develoPPP Ventures is being implemented
(adhering to the BMZ 2030-country list:
https://www.bmz.de/en/countries), must
have a relevant product or service already
on the market and can prove first sales
figures by providing at least one audited
financial statement. In addition, they must
provide sound financial and strategic
business planning documents over a 3-year
period going forward. The financial planning
should provide insight in how the funds are
used to grow, become financially sound and
reaching break-even. On top of the funding,
the SGB will receive technical assistance
based on their specific needs to maximize
their chances of success.

SGBs can apply for develoPPP Ventures
funding by handing in applications in calls
for applications, where the best applications
will be selected. These calls for applications
are each tailored at one specific African
country while gradually extending the
number of calls for applications to further
countries in Africa.

GIZ launched develoPPP Ventures in
Ghana in 2022. Since then three calls for
applications have been conducted by GIZ in
Ghana as well as two call for applications
took place in Nigeria in 2023. Over time it is
planned to roll out develoPPP Ventures to
further African countries. DEG Impulse, who
implements the develoPPP program besides
GIZ, has completed develoPPP Ventures
calls for applications in Kenya and Tanzania.

Beschreibung der Beschaffung

The Tender

The program seeks to continue investing in
SBGs across Africa. With one call for
applications for Nigeria and for the first time
South Africa
in Q2 2024,
the program plans
to select and support approximately 16 local
businesses with a grant of up to EUR
100,000 each, with an option of investing
another tranche at a later stage after
reaching certain milestones. In addition,
technical assistance will be provided.
The successful bidder, for future reference
(implementation partner) will support the
activities of develoPPP Ventures in Nigeria
as well as the roll out of the program to
South Africa, by handling one call for
applications for both countries starting in the
2nd quarter of 2024, beginning in May 2024(!) with follow-up activities
until 2026.

The implementation partner should be the
key contact person on the ground. Tasks to be performed by the implementation partner
are particularly the marketing of the new
funding opportunity to relevant actors within
the local/regional start-up and investor
ecosystem as well as to other relevant
stakeholders and multipliers in order to
assure a sufficient number of appropriate
applicants; providing further information or
clarification in case of inquiries by
local/regional actors and interested SBGs;
organizing the call for applications together
with GIZ, using the develoPPP-website as
information channel; making a pre-selection
of the applications received; preparing a
shortlist based on a selection criteria grid
provided by GIZ and supporting a pitching
event for the pre-selected SGBs with GIZ.
Moreover, supporting GIZ with applying a
sound due diligence of the final candidates
selected after the pitching event, including
conversations with local and regional startup
ecosystem experts and investors. After
final selection, each SGB signs the funding
contract with GIZ; the implementation
partner defines together with each SGB their
needs for technical assistance (TA) and
coordinates the TA by contracting the
relevant TA-providers. It is possible that
certain TA-components can be provided by
the implementation partner itself in case of
available inhouse expertise. The
implementation partner must keep regular
contact to the supported ventures, oversea
their progress, be responsible for monitoring
and reporting to GIZ as well as addressing
and organizing the TA-needs of the
ventures.
To sum up, the overall duty of the selected
implementation partner will be to support the
implementation of develoPPP Ventures on
time, and in line with program budget and
agreed parameters (to be agreed at the
inception meeting) while maintaining clear
communication with GIZ and providing
periodic reports on the key program
milestones as well as compiling a final
evaluation report with an analysis of the
achieved impact.

GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender.

Wirtschaftliche und finanzielle Leistungsfähigkeit: 1. Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 600,000.00 EUR
2. Average number of employees and managers in the last three calendar years, at least 10 persons.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
