Kurze Beschreibung

Within the framework of bilateral cooperation between Burkina Faso and the Federal Republic of Germany, the "Project to Support Internally Displaced Persons and Strengthen the Resilience of Host Communes" began its activities in October 2021. It aims to build the capacity of partner communes and state and non-state actors to improve the social living conditions of internally displaced people and vulnerable host populations in the Centre-Nord region. It is implemented by the German Technical Cooperation (GIZ). The PDICA falls within action area (b) "Stabilization of host regions and integration of refugees and displaced persons in host regions" of the "Refugees and host countries" special initiative. The project will run from 10/2021 to 03/2026.

The Sahel and Centre-Nord regions of Burkina Faso are strongly marked by instability and fragility. On March 31, 2023, there were 2,062,534 internally displaced persons (IDPs) from 292,956 households (Conseil National de Secours d'Urgence et de Réhabilitation), including 24.5% IDPs from the Centre-Nord region. Host communities are faced with a massive population increase, which is putting a strain on their already fragile structures, despite the material aid provided to meet the humanitarian needs of IDPs. Tensions between the internally displaced and the local population are on the rise.

The main outputs of the project are:

1) Improve the capacity of communes and other local actors to provide IDPs and vulnerable host populations with quality basic services in line with their needs.
2) Strengthen social cohesion between IDPs and host populations
3) Promote an inclusive and sustainable economic recovery for the most vulnerable and destabilized populations, both host and displaced. The plan is to create jobs and contribute to the economic resilience of the population, particularly young people and women affected by poverty, through vocational training, the promotion of income-generating activities and capacity-building for local economic governance players.

The third output on economic recovery is being implemented in part by the GIZ-ENABEL consortium (Belgian Development Agency) thanks to co-financing with the European Union (EU) with a total budget of 9.9 million euros. It forms part of the European Union's action for the "Stabilization of the Ouagadougou - Kaya - Dori - Djibo (OKDD) axis - Strengthening social and economic security".

The objective of the module (BMZ) is as follows: The social living conditions of internally displaced people and the vulnerable population in certain host communes in the Centre Nord region have improved.

On economic recovery, indicator 4 of the module (out of a total of four project indicators) stipulates that 50% of the 1,700 members of vulnerable target groups in partner communes (including 50% IDPs, 50% women, 50% young people under 35, 10% disabled people) who have participated in income-generating activities supported by the project confirm that their income situation has improved by 2 points on a scale of 1 to 10.

Beschreibung der Beschaffung

As part of the bilateral cooperation between Burkina Faso and the Federal Republic of Germany, the "Projet d'appui aux Déplacés Internes et de renforcement de la résilience des Communes d'Accueil" has started its activities in October 2021. This project aims to develop the capacities of partner municipalities and state and non-state actors to improve the social living conditions of internally displaced persons and vulnerable host populations in the Centre-Nord Region in Burkina Faso. It is implemented by the German Technical Cooperation (GIZ).
The Sahel and Centre-Nord Region of Burkina Faso are heavily affected by instability and fragility. As of March 31, 2023, the country had 2,062,534 internally displaced persons, with 23.9% of them coming from the Center-North region. The primary reason for this massive internal displacement is the deterioration of the security situation due to violent Islamic extremism. Among the internally displaced, 52.75% are women and girls, and 50% are children under 14 years old. Host communities face a significant increase in population, which strains their already fragile structures, despite the material assistance provided to meet the humanitarian needs of internally displaced persons. Tensions between internally displaced individuals and host populations are recurrent and weaken social cohesion.
The project's main outputs are as follows:
1. Improving the capacities of municipalities and other local actors to provide quality basic services adapted to the needs of internally displaced persons and vulnerable host populations.
2. Strengthening social cohesion between internally displaced persons and host populations.
3. Promoting inclusive and sustainable economic recovery for the most vulnerable and weakened populations, both host communities and displaced persons. The project aims to create employment opportunities and contribute to the economic resilience of the population, particularly focusing on young people and women affected by poverty through actions such as vocational training, income-generating activities, and capacity-building for local economic governance.
The third output related to economic recovery is implemented by the GIZ-ENABEL consortium (Belgian Development Agency) through a co-financing with the European Union (EU). The implementation covers 11 municipalities in the region Centre-Nord.
Required Services:
The contractor will be responsible for implementing activities related to the improvement of gender equality, of access to basic services, and strengthening social cohesion in 5 of 9 municipalities covered by the PDICA in the Center-North region of Burkina Faso.
Target Indicator of the Module 1:
The contractor must ensure that 200 internally displaced children attending primary schools in the municipalities of implementation of the project confirm, on a scale of 1 to 5, that their social integration into daily school life has improved by one point.
Target Indicator of the Module 2:
The contractor must target a minimum of 1,000 children from the internally displaced population and the host population who attend primary schools in the municipalities of implementation of the project to benefit from learning or leisure activities adapted to their specific needs. Among these 1,000 children, 40% are internally displaced, 60% are members of host communities, and 50% are girls.
Target Indicator of the Module 3:
The contractor should target a minimum of 200 participants, including 50% internally displaced individuals, 50% residents of host communities, and 50% women (by March 2026). The beneficiaries confirm, based on two concrete examples, that their interaction with the other group has improved.
Output Indicators:
1. Output Indicator 1.1:
o The contractor must target for a minimum of 20 trained teachers or educators (including 40% women) who have confirmed, through practical examples, that they consider the specific needs of internally displaced students and mixed schoolchildren groups (by December 31, 2025).
2. Output Indicator 1.2:
o The contractor must target for a minimum of 20 representatives from municipalities or certain decentralized technical services who have improved technical knowledge about their roles and tasks in the fields of Humanitarian Development, and Peace Nexus (HDP).
3. Output Indicator 2.2:
o The contractor must target a minimum of 15 measures implemented by actors of the local community (whether decentralized or non-state) who has promoted social cohesion between internally displaced persons and residents of host communities.
The services provided by the contractor's actions must be based on two work packages, namely:
- Work packages 1: Pillar 1 (Promotion of Gender Equality)
- Work packages 2: Pillar 2 (Improving Access to Basic Services and Improving Social Cohesion)

Wirtschaftliche und finanzielle Leistungsfähigkeit: 1. Average annual turnover for the last three years (last-but-four financial year can be included in case of tenders held within 6 months of end of last financial year), at least: 500.000,00 EUR.

Technische und berufliche Leistungsfähigkeit: 1. The technical assessment is only based on reference projects with a minimum commission value of 150.000,00 EUR.
2. At least 2 reference projects in the technical field gender equality and social cohesion and at least 3 reference projects in the region Western Africa in the last 3 years.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
