Host communities are faced with a massive population increase, which is putting a strain on their already fragile structures, despite the material aid provided to meet the humanitarian needs of IDPs. Tensions between the internally displaced and the local population are on the rise. The Sahel and Centre-Nord Region of Burkina Faso are heavily affected by instability and fragility. As of March 31, 2023, the country had 2,062,534 internally displaced persons, with 23.9% of them coming from the Center-North region. The primary reason for this massive internal displacement is the deterioration of the security situation due to violent Islamic extremism. Among the internally displaced, 52.75% are women and girls, and 50% are children under 14 years old. Host communities face a significant increase in population, which strains their already fragile structures, despite the material assistance provided to meet the humanitarian needs of internally displaced persons. Tensions between internally displaced individuals and host populations are recurrent and weaken social cohesion.
The project's main outputs are as follows:
1. Improving the capacities of municipalities and other local actors to provide quality basic services adapted to the needs of internally displaced persons and vulnerable host populations.
2. Strengthening social cohesion between internally displaced persons and host populations.
3. Promoting inclusive and sustainable economic recovery for the most vulnerable and weakened populations, both host communities and displaced persons. The project aims to create employment opportunities and contribute to the economic resilience of the population, particularly focusing on young people and women affected by poverty through actions such as vocational training, income-generating activities, and capacity-building for local economic governance.
The third output related to economic recovery is implemented by the GIZ-ENABEL consortium (Belgian Development Agency) through a co-financing with the European Union (EU). The implementation covers 11 municipalities in the region Centre-Nord.
Required Services:
The contractor will be responsible for implementing activities related to the improvement of gender equality, of access to basic services, and strengthening social cohesion in 5 of 9 municipalities covered by the PDICA in the Center-North region of Burkina Faso.
Target Indicator of the Module 1:
The contractor must ensure that 200 internally displaced children attending primary schools in the municipalities of implementation of the project confirm, on a scale of 1 to 5, that their social integration into daily school life has improved by one point.
Target Indicator of the Module 2:
The contractor must target a minimum of 1,000 children from the internally displaced population and the host population who attend primary schools in the municipalities of implementation of the project to benefit from learning or leisure activities adapted to their specific needs. Among these 1,000 children, 40% are internally displaced, 60% are members of host communities, and 50% are girls.
Target Indicator of the Module 3:
The contractor should target a minimum of 200 participants, including 50% internally displaced individuals, 50% residents of host communities, and 50% women (by March 2026). The beneficiaries confirm, based on two concrete examples, that their interaction with the other group has improved.
Output Indicators:
