Brief description of the project: The Tropical Timber Trade Facility (TTT) is a project of the German Federal Ministry for Economic Cooperation and Development (BMZ) and began in 2023. TTT tackles the illegal timber trade in the Congo Basin rainforest which is home to the second largest contiguous rainforest area in the world. The Congo Basin rainforest makes a decisive contribution to global climate protection and the preservation of biodiversity. It provides a livelihood for the local and indigenous population. However, it is increasingly threatened by deforestation. Up to 80 per cent of the timber harvested commercially in the region is sold to China. TTT is therefore helping to bring together the forested member states of the Central African Forestry Commission COMIFAC (Cameroon, Gabon, Republic of Congo, Democratic Republic of Congo, Central African Republic, Equatorial Guinea) and Chinese partners such as the National Forest and Grassland Administration (NFGA). The partners from China and Central Africa want to agree on regulatory instruments and create incentives for a legal and sustainable timber trade between the two regions. The international organization is recognized for its role in sub-regional integration in terms of conservation and sustainable, concerted management of forest ecosystems. Services to be provided by the contractor:
The Contractor is responsible for supporting the TTT project in the implementation of specific tasks and advisory services as well as to take over the thematic assessment and presentation of the sometimes complex issues and functional relationships in an easily understandable form.
To achieve this kind of support function, the main responsibility of the Contractor will be the provision of two flexible expert pools which will contribute to the implementation of the project"s activities across all four outputs and three work packages described below in the following project countries: Cameroon, Gabon, Democratic Republic of the Congo, Republic of the Congo, Central African Republic and Equatorial Guinea, as well as China.
The experts from these two pools support the project team directly as well as the project"s cooperating partners; the private sector and CSOs. The tasks to be performed by the experts include technical, process and organizational development advice, outreach and campaigning, human capacity development measures such as trainings as well as research, monitoring, reporting, event management and products. In addition, the consultancy services can be utilized for internal team processes such as workshops or planning sessions. The contractor will be responsible for identifying, deploying and ensuring the quality of the short-term assignments.
Once the contract has been awarded, a concrete action plan must be drawn up by the contractor in consultation with GIZ, in which, among other things, the response times and the form of service provision will be determined. For the individual specific service packages to be provided in the work areas, the Contractor will draw up corresponding terms of reference including the previsioned budget as part of the implementation of the contract.
