The Fraunhofer ISE Institute would like to procure a system for research purposes in two lots, which will be used in an overall system. The system shall be used at the Fraunhofer ISE premises to perform material, wafer, and solar cell analyses. In particular, perovskite single junction solar cells with various bandgaps and perovskite silicon tandem solar cells and perovskite precursors shall be investigated. The camera system will be integrated in a camera system housing with large area illumination by the supplier of the housing.

The commissioner shall assess the comparability on the basis of the following minimum criteria per reference: - The reference must have been provided in the last 3 years (calculated back from the date of dispatch of the EU-wide announcement of the present procedure). - The reference must have been completed (successful commissioning must have taken place). - The reference must include a camera that takes an image of the luminescence signal of a sample and scans over the spectrum and not over a spatial dimension. - The reference must have been a hyperspectral camera. A stand-alone device counts as one (1) reference. The delivery and commissioning of, for example, 2 devices within one order is therefore counted as two (2) references if each device has fulfilled the minimum requirements. Lot 2: At least one (1) comparable reference for a an imaging measuring device must be provided as proof of technical and professional capability. As a special execution condition of the contract in accordance with Section 128 GWB, language skills are required for the personnel entrusted with the provision of services (e.g. commissioning, training) and are queried as part of the suitability test. The client must ensure that any planned subcontractors also fulfill these special performance conditions. The bidder must confirm that they have personnel with a sufficient command of written and spoken German or English to ensure the provision of the service. This applies exclusively to personnel who communicate with the commissioner verbally or in writing in the course of providing the service.

Gesetz gegen Wettbewerbsbeschränkungen (GWB) § 160 Einleitung, Antrag (1) Die Vergabekammer leitet ein Nachprüfungsverfahren nur auf Antrag ein.
