The Radio Communication Systems department of Fraunhofer IIS requires one high-performance multi-channel oscilloscope for test and evaluation of electronic circuits of signal generators for quantum experiments.
The oscilloscope must provide multiple analog input channels for signal acquisition and shall feature adequate possibilities for signal analysis and comparison. The device shall additionally feature the possibility to measure and process digital input signals on multiple channels (commonly referred to as a mixed signal oscilloscope).
Bidder shall offer a complete, working system consisting of the required device, an appropriate amount of compatible probes and licenses as required.
We have set an upper limit of € 300.000,- EUR for the tender. Since a fixed maximum budget is specified for the contract to be awarded, the evaluation is based on how many additional probes and additional features (e.g. SW options) the bidder can offer within this budget.
VI. Award criteria
The following criteria shall be applied to evaluate the proposal:
(1) Technical Performance & Amount of features 80%
(2) Delivery time 20%

(1) Pursuant to Section 160 (3) No. 1 of the ARC, the candidate/bidder must give notice of any infringements of the contract within 10 days of becoming aware of them.
(2) Pursuant to Section 160 (3) No. 2 of the ARC, violations of procurement regulations which are identifiable on the basis of the notice shall be notified to the contracting authority no later than the expiry of the period for submission of applications or bids specified in the notice.
(3) Pursuant to Section 160 (3) No. 3 of the ARC, violations of procurement regulations which are only apparent in the award documents must be notified to the contracting authority no later than the expiry of the deadline for submitting applications or bids.
