The Private Sector Development and Technical Vocational Education and Training in Armenia (PSD TVET AM) Project commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH adopts an integrated approach towards employment promotion. It builds on the results of PSD TVET South Caucasus regional programme running from 2017 to 2024. The activities of the project include (but are not limited to): - Support to legal and strategic policy frameworks of economic and educational policy - Support the self-organisation of the private sector, e.g. in sectorial associations, - Promote the establishment and working modalities for sectorial committees, steering key processes of the TVET system (e.g. curricula development, work-based learning), - Develop new, demand-oriented short-term qualifications focusing on green and digital skills, - Support certification of non-formal training courses, e.g. recognition of prior learning, - Support capacity building for TVET personnel, - Support SMEs in developing circular or green business models and promote the development of technology-based innovations for other economic sectors (such as tourism, wine, textile), - Foster cooperation between businesses and academia to promote green and digital innovation, - Support ideation and incubation programmes for green and digital business models, - Provide advice to local service providers in the area of entrepreneurship and start-up promotion. The main objectives of the project are: - Promote green, climate-friendly (and VET-related) innovations in the selected sectors, - Promote Start-up / SMEs (green business models) in selected sectors, - Develop and pilot new and adapted long- and short-term training courses relevant for economic transformation, - Strengthen PSD and TVET policy frameworks and raise awareness about green and digital economic transformation, - Strengthen the cooperation of relevant actors in the entrepreneurial system - Promote employment in selected sectors.

Beschreibung der Beschaffung

The service provider supports the implementation of the PSDTVET project esp. in the area of promotion of (dual) technical and vocation education and training in Armenia.
The main objective (work package 1a and 1b) to support the further development of the legislative framework of vocational education and training (VET) in Armenia and the institutional structures and capacities. This will include providing advice in the area of relevant sub-legislative acts, the implementation of credit system in VET as well as a quality assurance scheme and distribution of functions (including licensing, accreditation, inspection system: bodies, functions, mechanisms, criteria) among relevant stakeholders. The national center for VET development (NCVETD) will be strengthened in its capacities for the implementation of (dual) VET. The contractor also provides support to further strengthen the engagement of private sector associations in VET (work package 2). Additionally, support will be provided by the contractot to the development and elaboration of (dual) long-term work-based programs (work package 3a) and short-term (dual) VET programs (work package 3b). Cross-cutting topics like skills required for the digital and green transformation need to be addressed in both work packages (3a and 3b) as well a special attention to needs of women needs to be taken into consideration.
Lastly, the service provider is expected to prepare and conduct up to 3 study visits in the area of VET (work package 4) for public and private representative from the four economic sectors the project is engaged in (technology/IT, tourism, textile (incl. fashion) and wine). Topics to be addressed during the study trips are: engagement of private sector in VET, quality assurance schemes with participation of political stakeholders (incl. topics like licensing, accreditation, inspection system: bodies, functions, mechanisms, criteria).
With his services, the service provider makes contributions to several indicators, but is not solely responsible for one of them. The services are to be provided from the date of signing until January 2027, two months before project closure. A possible extension of the project duration is envisaged.
