DESY is one of the world's leading accelerator centres and a publicly funded national research centre of the Helmholth Association in Germany. Researchers use the large-scale facilities at DESY to explore the microcosm in all its variety. Zeuthen is (besides Hamburg) the second location of DESY, located in the south-eastern outskirts of Berlin. Since 2011, the DESY Zeuthen campus has been profiled as a globally visible center for astroparticle physics. DESY Zeuthen is involved in several international research projects in astroparticle physics. The Cherenkov Telescope Array Observatory (CTAO) is a ground-based observatory for gamma-ray astronomy. With 64 telescopes spread across the northern and southern hemispheres, CTAO will be the most sensitive instrument for studying high-energy phenomena in the Universe. Work on building the observatory has just begun. DESY is responsible for the development and construction of the Medium-Sized Telescopes (MST) for CTAO. In the first phase, two Pathfinder telescopes will be built at the southern observatory site near the ESO Paranal observatory in Chile. The structure of the telescope is mainly made of steel. The reflector diameter of the telescope is 12 m and consists of 86 hexagonal mirror segments with a side-to-side width of 1.2 m. The Optical Support Structure (OSS) is mounted on a positioner. The OSS can be moved to any point in the sky within 90 seconds. The movement is performed by two motorized rotation axes integrated in the azimuth drive unit and for the elevation in the head of the positioner. The telescope's camera consists of a matrix of almost 2000 photomultiplier tubes located at a distance of 16 m from the eflector.

This tender pertains to the production of the four telescope assemblies illustrated in the Specification, namely the - Mirror Support Structure, - Backbone Structure, - Counterweight Structure and - Camera Maintenance Structure. All components are manufactured from carbon steel (S355J2+N or S235JR). The tender is for a total of two telescopes. Further information can be found in the Specificatins.

Zusätzliche Informationen:

1) The tender documents must be downloaded from the internet address given in this contract notice. Their use is binding. If further information or clarification should be required from DESY during the tender, this additional information will also be published at the above mentioned Internet address. 2) Questions concerning the requirements of this notice and the tender documents should be addressed to DESY via the awarding platform immediately, but no later than set on the awarding platform. DESY reserves the right not to answer questions received later. 3) Tenders must be transmitted electronically to the body designated in the contract notice and awarding platform. Until the deadline expires, tenders are encrypted so that DESY has no access to them. However, the tenderer is free to edit and re-upload his tender to participate within the deadline. 4) DESY reserves the right to request a follow up for incomplete or missing documents in the tender at short notice. 5) DESY reserves the right to cancel the procedure on objective grounds. Claims of the tenderers for compensation are - as far as legally permissible - excluded. By downloading the tender documents, the applicant agrees to this. 6) Candidate consortia must submit, with their request to participate, a legally binding declaration according to the application documents signed by all members and must comply with the requirements stated therein. 7) DESY invites the selected bidders to submit their tenders with this Invitation to Tender. After the tenders have been submitted, DESY reserves the right to make a selection of those three bidders who will receive an on-site visit on the basis of the award criteria (Section VII.3). During the on-site visit, DESX will clarify whether the bidder meets the requirements set out in the concepts (Quality management plan and Project schedule). The on-site visit is not subject to the award criteria, but is merely for clarification purposes.

DESY is responsible for selecting the freight forwarder, who will supply the shipping containers and packaging materials, handle the loading of the components, and prepare all necessary customs documentation. The contractor may suggest a freight forwarder for the DESY's consideration. Pick-up of the components will take place following the factory acceptance by DESY. A temporary storage between the factory acceptance and pick-up by the freight forwarder may be necessary to accommodate logistical planning and readiness. The exact timing of the pick-up by the freight forwarder will be mutually agreed upon the start of the project. For further details see Section 5 of the Specifications.

1. There are plans to procure a further number of up to twelve CTA MSTs over the next five years. The exact call-off quantity is not yet known. However, no definitive assurance can be given as to whether further procurements will be made. A purchase obligation cannot be derived from the award procedure. 2. DESY reserves the right to reorder additional supplies, which are to be purchased from the contractor (original supplier) and are intended either as a partial replacement or extension of performances that have already been rendered, under the conditions of Section 14 Subsection 4 No. 5 VgV.

The documents which the bidder must enclose with its tender are listed below. For this purpose, the bidder must use the forms (application documents) provided by DESY. Submitted supporting documents must still be valid; insofar as requirements are made regarding up-to-dateness, the date refers to the date of publication of this notice. With their tender, bidders must submit the following documents: PL1. Self-declaration regarding exclusion criteria (Sec. 123, 124 GWB). A form is included in the application documents. PL2. Self-declaration on the company with information on the company name, legal form, registered office, object, management of the company, company structure (e.g. parent companies, group affiliation, branches - organization chart), with presentation of the company and capital relationships of the bidder and, if applicable, the responsible branch office and query on SME status. A form is included in the application documents. PL3. Self-declaration on the 5th EU package of sanctions ("RUS sanctions"). A form is included in the application documents. In the case of applicant consortia, the evidence must be provided by each member of the applicant consortium. TL. Experience in the execution of comparable services, evidenced by reference projects. This means experience in large-scale scientific equipment construction with regard to steel structures and/or in the construction of assemblies for scientific applications and/or in telescope construction with components of at least 6 meters in size. This experience must be comparable to the elements to be procured in the tender in the last maximum of 5 years (self-declarations)). In the case of applicant consortia, corresponding information can be submitted for the applicant consortium as a whole. The references are to be submitted in accordance with the form from the application documents with the information specified therein, in particular including project period. If possible, please submit no more than 5 references and sort them according to their relevance and comparability with the subject of the tender. The time-limit for appeal is regulated under Sec. 160 para. 3 GWB. The application is inadmissible if: 1) the applicant became aware of the alleged violation of provisions governing the awarding of public contracts before submitting the appeal and did not object to the contracting entity within 10 calendar days; the deadline stipulated in Sec. 134 para. 2 remains unaffected; 2) violations of provisions governing the awarding of public contracts which become apparent from the tender notice are not notified to the contracting entity by the end of the period specified in the notice for the submission of a tender or application; 3) violations of provisions governing the awarding of public contracts which only become apparent from the award documents are not notified to the contracting entity by the end of the period specified in the notice for the submission of a tender or application; 4) more than 15 calendar days have elapsed from the receipt of notification from the contracting entity that it is unwilling to redress the complaint.
