Beschreibung der Beschaffung
The forest of Bossématié covers a forest area of 22.000 hectares in the Abengourou Department in the southeast of Ivory Coast near the Ghanaian border. The forest of Bossématié was already conserved in the mid-80s and remained intact until 2015. Since then, however, the forest area decreased rapidly and almost 25% of its forest cover has been lost or degraded due to agricultural expansion for plantations, bushfires, and the use of firewood. In 2022 the classified state forest (forêt classée) was converted into a natural reserve and has since been under the administration of the Ivorian Office of Parks and Natural Reserves (OPIR) and thus under stricter protection.
The ongoing technical cooperation project "Governance and sustainable management of natural resources in the Comoé and Taï areas in Côte d'Ivoire (Pro2GRN)" which fosters an integrated governance and sustainable use of natural resources, increased agricultural productivity and management of protected areas will expand its intervention area to the Bossématié Natural Reserve and will integrate support to forestry and agroforestry measures in adjacent rural areas.
The objective of the tendered contract is to contribute to the improvement of the management of the Bossématié Nature Reserve, the sustainable governance of natural resources and the improvement of livelihoods of the local populations. Knowledge about the socio-economic and ecological context of the new intervention area still has to be built up to plan and implement support measures in a context sensitive manner.
Against this background the tendered contract comprises the following 8 work packages:
1. Study on land use, land ownership and governance in the periphery of the Bossématié Natural Reserve, including information collection on sacred sites, ancient villages, hunting and gathering areas with the participation of the village communities.
2. Development of local development plans, local agreements and establishment of a multi-stakeholder consultation platform. The latter will bring together different stakeholders who play an important role for the conservation of the Bossématié Nature Reserve and sustainable use of the surrounding areas.
3. Establishment of a locally accessible complaint and conflict management mechanism in line with local agreements and as a basis for improved accountability, inclusive local development and successful conservation of the Bossématié reserve in the long-term.
4. Integrated assessment of the ecosystem services of the Bossématié Naturel Reserve in cooperation with the OIPR
5. Strengthening of monitoring systems for monitoring of forest cover changes and biomonitoring of multiple resources (flora and fauna).
6. Technical support to OIPR to strengthen management and administrative capacities for the Bossématié Nature Reserve
7. Establishment of agroforestry and forestry demonstration sites with diversified and sustainable agroforestry and forestry production systems in the outskirts of the Bossématié Natural Reserve to contribute to a transformation towards more sustainable and resilient agroforestry systems. As with other measures in the framework of the contract, a high participation and inclusion of the local population and the villages is envisaged.
8. Buidling capacity for data collection and monitoring of wooded landscapes (including carbon sequestered) and feasibility study for the development of incentive mechanisms for the conservation of biodiversity and the protection of natural resources in and around the Bossématié Natural Reserve, taking into account opportunities in international carbon markets.
To this end, the contractor will deploy a team leader and four (technical) experts based in the project area (Adzope/Abengourou), as well as several short-term experts in forest governance, sustainable management of natural resources, inclusive local development, amongst others. The contractor will coordinate closely with the GIZ project team working in the Comoé and Taï areas and contribute to project monitoring, documentation of experiences and to GIZ"s advisory services at national level. The contract has a duration of 24 months and is expected to start in 1.09.2023.
