GIZ has been commissioned to implement the project "National Solid Waste Management Programme III (NSWMP III)" in Egypt on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ).
The overall objective of the project is to increase efforts of state institutions, private sector companies and non-governmental organisations towards climate-friendly solid waste management and circular economy in Egypt.
At the national level the project is implemented jointly with the Ministry of Environment (MoE) and the Waste Management Regulatory Agency (WMRA). At the local level the project supports four governorates, namely Kafr El-Sheikh, Gharbeya, Qena and Assiut, in municipal solid waste management.
The project is jointly implemented with the German Development Bank KfW which is financing infrastructure investment measures and solid waste collection equipment in the four governorates on behalf of BMZ.
The project further includes a co-financing arrangement through the EU action "Support for Growth through Egyptian Environmental Networks (EU GREEN)". This co-financing is directly implemented through the GIZ project team in collaboration with the Egyptian Environmental Affairs Agency (EEAA).
A Contractor is required to provide consulting services to strengthen capacities of Solid Waste Management Units (SWMUs) in the four governorates in assuming their tasks related to municipal solid waste management and recycling activities. In addition, strategic planning of SWMUs and performance reporting as well as primary collection services and performance monitoring of refuse collection vehicles shall be supported by the project.
A team of national and international experts shall be provided by the Contractor for this purpose. Services of the Contractor shall also include the preparation of procurement measures to provide equipment for primary collection and performance monitoring of vehicles. Close coordination and consultation with the GIZ project team in Egypt will be required.

The Contractor shall be responsible for Output 5 and contribute to interventions of Output 1 and 4 which are mostly implemented by the GIZ project team. This will require close coordination between the team of the Contractor and the GIZ project team. Output 2 and 3 will be fully implemented by the GIZ project team.

Output 5 aims to improve management and reporting on solid waste service provision in selected governorates.

Output 1 aims to integrate climate action and circular economy in the strategic and technical approach of the Ministry of Environment.

Output 4 focuses on improved collaboration of NGOs in climate-friendly solid waste management and circular economy.

A team of experts shall be provided by the Contractor for this purpose. This shall include (1) an international team leader (part time about 2/3), (2) four national long-term experts assigned to SWMUs in the four governorates, (3) a pool of international short-term experts, (4) a pool of senior national short-term experts and (5) a pool of additional junior short-term experts. Services of the Contractor shall also include the preparation of procurement measures to provide equipment for primary collection and performance monitoring of vehicles. Close coordination and consultation with the GIZ project team in Egypt will be required.

The Contractor may be a single firm with local branches or a consortium of various consulting firms. The involvement of local consulting firms from Egypt within subcontracting or joint venture arrangements will be permitted.

The estimated duration of the Contract is 28 months from award of contract (anticipated in October 2023).
