In the context of global climate change, Tunisia is facing a growing national energy deficit and a strong dependence on fossil fuels. In fact, 96% of the electricity produced in Tunisia comes from natural gas combustion, a large portion of which is imported. This directly impacts the country's energy security and trade balance.
As part of its updated National Climate Contribution (NDC), Tunisia has set a target of reducing carbon intensity to 45% by 2030, compared to 2010. This objective would be achieved by developing renewable energy and improving energy efficiency. In addition, the Tunisian state plans to increase the share of RE in electricity production to 35% by 2030. Meeting these objectives relies primarily on investment from the private sector.
In this context, Tunisia has committed to an energy transition based on the development of renewable energies (RE) and energy efficiency (EE). In cooperation with the Ministry of Industry, Mines and Energy (MIME), the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is launching the project "Up-Scaling Investments in Renewable Energies in Tunisia (APST II) ".
The private sector could contribute two-thirds to the necessary increase in renewable energy (RE) capacity by 2030, according to the Tunisian Solar Plan (PST), which amounts to approximately 4.2 GW. Currently, APST II is supporting the implementation of the 500 MW awarded in the first concession tender. The project also supports the 1.7 GW tender launched in December 2022. Additionally, APST II strengthens all the technical and administrative procedures required to integrate electricity generated from renewable sources into the national electricity grid managed by STEG. It will establish, in consultation with the national partners, transparent and stable rules governing contracts with independent power producers (IPPs). In close cooperation with its partners, APST II also supports reforms in the energy sector, the establishment of an independent electricity market regulator, and the international interconnection of the Tunisian electricity grid.
To achieve these objectives, the project has identified three areas of action that will be addressed in consultation with key stakeholders from the public, economic, scientific, and civil society spheres:
- The support of the tender calls for the development of renewable energy power plants;
- The reinforcement of the national grid:
- The promotion of digital approaches for accelerating the implementation of renewable energy projects.

The Tunisian Company of Electricity and Gas (STEG) plays an important role in the development of renewable energy and the IPP projects, not only as a single buyer of electricity, but also as the manager of the electricity transmission and distribution network. Therefore, STEG is responsible for maintaining the security of supply standards in various situations and conditions.

The Tunisian electricity system operator undertakes the management, supervision and control of the electricity system through its National Dispatching Center. In order to improve the management, operation and control functions of the generation-transmission system and to ensure the massive integration of RE without impacting the security of the electrical system, STEG will have to plan the complete renewal of the national SCADA/Energy Management system.

In this context, The project APSTII "Up-scaling private sector investments in renewable energy in Tunisia", mandated by the Ministry of Industry, Mines and Energy (MIME) and the Ministry of Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), is launching an international call for tender to support the Tunisian Company of Electricity and Gas (STEG) in the renewal of the national SCADA/Energy Management System (EMS).

The call for tender aims to tackle the following tasks:
- Identification of the SCADA/EMS functionalities and development of an overall architecture of the Control System
- Development of the technical specifications for the renewal of the SCADA/EMS system
- Development of comprehensive documents related to financial, technical, and administrative requirements for the renewal of the Electricity System Control Center
Against this background the tendered contract comprises three work packages:
1. Review of the existing literature, identification and coverage of identified gaps and development of a comprehensive system architecture.
2. Elaboration of the technical specifications and drafting of the system functional description.
3. Capacity building on new platform technologies for the management of the electricity system.
To this end, the contractor will deploy a team leader and high qualified experts in the field of management of transmission grid, operation of control platform, RE management, forecasting system, IT infrastructure and telecommunications related to the electrical system. The contractor will work closely with GIZ to support the capacity development of the Tunisian Company of Electricity and Gas in implementing clear and comprehensive specifications.
