Beschreibung der Beschaffung
Through the five pools of short-term expert consisting of international and national experts, the contractor shall provide expert advisory services, technical, policy and process-related advice and capacity development support to contribute the following work and services packages:
Work package 1:
- NDC Review (mid-term evaluation), revision of the NDC Implementation Framework, and NDC Update Process of Rwanda including multi-stakeholder engagement,
- Assessment of the results of the Global Stocktake under the United Nations Framework Convention on Climate Change (UNFCCC) to inform Rwanda"s NDC Review Process,
- Development of NDC-related recommendations from the Review Process to inform the development of the second National Strategy for Transformation (NST-2) of Rwanda,
- Alignment of indicators, checklist and programmatic areas of the Rwanda"s NDC with the country"s revised Green Growth and Climate Resilience Strategy (GGCRS).
Work package 2:
- Assessment and enhancement of the different MRV platforms existing in Rwanda,
- Development of guidelines on approach for a centralized national MRV system, including specifications for the data needed and suggested data flows across ministries/authorities and other relevant state and non-state contributing actors,
- Training measures for MRV focal points at the key ministries and other institutions,
- Harmonization of reporting templates used for reporting on the NDC through the MRV,
- Digital support for RBME/MIS (Integration of GGCRS-aligned NDC indicators into MIS),
- Technical support to Rwanda"s Biennial Transparency Report (BTR) throughout 2024,
- Identification of data gaps regarding data on emissions in the sector and calculation of country and sector specific emission factors,
- Recommendations on the handling of remaining data gaps, including identification of necessary research for missing emission factors and potential timeline,
- Recommendations regarding the development of an MRV system for the key sectors,
- Technical backstopping during the elaboration of a harmonized MRV system.
Work package 3:
- Analysis of political processes and identification of opportunities to improve the mainstreaming of climate change and especially the NDC objectives across sectors,
- Mainstreaming NDC objectives into selected strategies, policies and plans of public institutions,
- Development of sector guides for mainstreaming climate change issues across the sectors in line with the NST-2 development planning combined with relevant training measures for line ministries, agencies and other key users on data management and reporting related to NDC mainstreaming,
- Digital integration and technical interface for the effective and efficient communication of sectoral MRV systems with the centralized and harmonized national MRV system,
- Facilitation of several needs-based workshops in different sectors.
Work package 4:
- Human capacity development measures for private enterprises on green financing instruments and development of "bankable" business models for NDC implementation,
- Support the development of training curricula and provide trainings and individual mentoring on developing viable green business models and green project proposals,
- Support the organization of a Business Model Pitch Contest among private enterprises and the provision of tailored advisory support and capacity development measures to the winning SMEs on key topics (e.g. mobilizing climate finance or green finance, etc.),
- Support the organization of an annual Private Sector Climate Change and Circular Economy Forum as a networking and learning platform for the Rwandan private sector.
Work package 5:
- Development of a digital mapping (dashboard) to track climate and green finance resources mobilized and spent by FONERWA incl. under Rwanda"s "Ireme Invest",
- Provision of technical and policy advice to the FONERWA and BRD on products for "Ireme Invest", which are adapted to the needs of SMEs,
- Identification of financing options under the Rwandan Taskforce on Access to Climate Finance (TACF) for NDC implementation through the involvement of the private sector,
- Capacity development measures for FONERWA and BRD staff on equity finance under the Project Preparation Facility (PPF) of "Ireme Invest",
- Support to the implementation of FONERWA"s Resources Mobilization Strategy,
- Support curricula development and provide training courses for a "Young Professionals Programme" to be initiated within FONERWA,
- Training of financial intermediaries on the benefits of green and climate enterprises and on carrying out risk assessments for the use of green and climate technologies,
- Development of an Investment Programme for NDC intervention sectors by considering FORNERWA"s programmatic approach in close alignment with Rwanda"s GGCRS.
Work package 6:
- Provision of technical and process-related advice to the MoE and key political decision-makers on the importance of climate science expertise in the NDC implementation,
- Support to the establishment and coordination of a gender-responsive climate science and research network in Rwanda,
- Implementation of cooperation formats to promote the topics of climate change science and research with reference to gender mainstreaming and linkages to NDC objectives,
- Promotion on the added value of networking and structured exchange among Rwandan climate science actors for knowledge sharing with policymakers,
- Organizational advice on the establishment of permanent advisory structures,
- Technical advice and capacity development support to policymakers in encouraging them to recognize the added value of structured evidence-based and scientific advice.
