Therefore, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking a contractor to implement the project "Trainings in new and Innovative Solar applica-tions" which is part of the project "New & Innovative Solar Areas (INSolar)". Under IN-Solar project, GIZ is exploring potential of New Innovative Solar Applications (NISA) across India, along with focus on policy support, R&D collaborations, solar atlas, support to solar cities and creating marketing instruments for further adoption of NISA.
In this context, GIZ is seeking to commission a contractor to provide a range of specialised capacity building services expertise with focus on New Innovative Solar Areas. The major activities under this assignment shall be implemented across but not limited to the following Indian states:
- Punjab
- Kerala
- Gujarat
- Uttar Pradesh
- Jammu & Kashmir
- Ladakh
- Maharashtra
- Karnataka
- Rajasthan
- Assam (NE)
With activities for the following major stakeholder groups:
- The Ministry of New and Renewable Energy (MNRE)
- National Institute of Solar Energy (NISE)
- Policy Makers
- State Nodal Agencies (SNA)
- Distribution Companies (DISCOMs)
- Research & Educational Institutes
- Skill Council for Green Jobs (SCGJ)
- Center of Excellence (CoE)
- Government Authorities
- Engineering, Procurement and Construction (EPC) firms
- Think Tanks
- Development Agencies
The contractor is responsible for providing the following work packages and deliverables:
Work package 1: Capacity Building Workshops
This work package focuses on-
(i) Training content development-
The Contractor shall develop and finalise course content in English, including slides/ pages covering a topic with pictures, illustrations, animations, examples, videos etc. on applications such as Agri PV, Floating PV, Canal top PV, Building Integrated PV - BIPV, Urban PV, Rail PV, Road PV, PVT, Vertical Solar installa-tions, solar structures, and Solar recycling etc.
(ii) Conducting workshops-
The contractor shall be responsible for the complete implementation of the face-to-face workshops for the different stakeholders as listed above.
Work package 2: National Level Study tours
The objective of this WP is to expose Indian stakeholders to the solutions developed nationally with respect to NISA including field visits to pilot projects, medium and large scale projects and have interactive sessions with experts on NISA benefits, challenges, opportunities, finan-cials, business models and expert recommendations. The contractor is required to plan, or-ganise (including travel arrangements for all stakeholder involved except for GIZ staff) and conduct domestic field visits for a group (max 5-10) of Indian stakeholders (regulators, utility managers, etc.) consisting of meetings with relevant industry experts. In total 8 (Eight) such visits have to be conducted, Each field visit shall comprise of max. 2 days excluding travel time.
Work package 3: Conferences and Panel Discussions
The objective of WP 3 is to catalyse and motivate discussions between energy sector industry leaders and policy makers with regards to experience, exposure, potentials, problems and solutions, policies, regulations, upcoming technologies, and other perspectives for expansion of NISA. The contractor is required to participate in at least 3 events on the national level (like Renewables Expo India (REI), Solar congress etc.) and 3 events on state level (like Vibrant Gujarat etc.) and organise 10 panel discussion sessions for stakeholders. The contractor is also required to prepare and present the solutions developed internationally with respect to policies, regulations, learnings, pilot demonstrations and executed projects in order to support the expansion of NISA as well as improve the understanding of the challenges that come with it.
Work package 4: E-Learning platform
Under WP 4 the contractor shall manage update and conduct capacity building courses on the moodle based e-learning platform developed by GIZ for MNRE called "Solar Pathshala". Also, GIZ has developed a free digital learning platform called "Atingi" where participants are offered tailored learning from more than 300 courses to provide participants with essential career skills, life skills and vocational training. In addition, the contractor shall digitalise and finalise courses including MCQ examination and reference material links on NISA technolo-gies for which the content is developed under WP1 and as provided by trainers and conduct online trainings.
