The Pan-African E-Commerce Initiative is tendering out consultancy services on a range of topics within the field of e-commerce promotion in Africa.
The tasks for the contractor are threefold and include policy and regulatory advice on e-commerce measures, capacity building for intermediary organisations, public-private partnerships for environmentally sustainable approaches in e-commerce.
(1) The contractor shall provide technical advice and capacity building for public stakeholders on e-commerce policy and regulation, primarily in the East African Community (EAC) but also in Kenya, Rwanda, Ghana, and Nigeria.
These services include:
- Develop draft regulations/policies for the implementation of the EAC E-Commerce Strategy: In 2023, action plans for the implementation of 2 measures of the EAC E-Commerce Strategy are being developed in partnership with private and public actors in Kenya and Rwanda. Based on these action plans, relevant stakeholders in Kenya and Rwanda shall be advised on how to implement selected measures. Based on the outcomes of a series of consultation workshops and stakeholder interviews, draft regulations/policies shall be developed.
- Conceptualize and facilitate a workshop with participation of representatives from the various African Regional Economic Communities (RECs) to provide a space for cross-regional exchange on the challenges and opportunities of e-commerce, lessons-learned about developing and implementing regional e-commerce strategies as well as the implementation of an e-commerce blueprint developed by the Smart Africa Alliance
- Conceptualize and develop capacity building workshops to enhance the knowledge and capacities of the private and public sector in Ghana, Nigeria and EAC on the provisions of the AfCFTA digital trade protocol.
technical advice on digital trade related aspects within the context of AfCFTA shall be provided during the contract duration.
- Providing technical advice on postal and courier services in e-commerce, with a focus on Kenya and Ghana. This includes supporting the implementation of the Kenyan postal e-commerce strategy, conducting a study on the role of the Ghanaian courier sector in e-commerce, and assessing the readiness of courier companies to adopt e-mobility options
(2) The contractor shall provide capacity building on e-commerce for intermediary organizations and service providers in Ghana, Kenya, Nigeria, Rwanda, and EAC. This involves delivering Train of Trainers workshops, providing coaching and advice, and conducting financial and business planning workshops
These services include:
- Delivering a series of Train of Trainers workshops for local trainers from intermediary organisations to build their capacities and equip them with new skills and tools to subsequently integrate gender-sensitive training modules on e-commerce into their respective portfolio for training and consulting services for MSMEs
- Deliver financial and business plan workshops for selected intermediary organisations
- Provide individual coaching and advice for 5 "advanced" intermediary organisations to to support them to develop a business model for their e-commerce trainings.
(3) The contractor shall provide support to set up partnerships with the private sector to pilot environmentally sustainable approaches in e-commerce in Ghana, Kenya, Nigeria, Rwanda, and EAC
These services include:
- Identify suitable partners from the private sector with innovative solutions to pilot within the thematic area of "greening the e-commerce value chain"
Develop project proposals, supporting implementation, documenting solutions of a development partnerships with the private sector
- Facilitate sensitization workshops for the public and private sector on greening the e-commerce value chain (with a special focus on legislation and policies)
