Kurze Beschreibung

The "Decentralised Solutions for Regional Development" (SoDeR) project was jointly formulated in February 2020. This project supports the implementation of the "Advanced Regionalisation" reform and offers technical assistance to a selection of three pilot regions: Marrakech-Safi, Souss-Massa and Guelmim-Oued-Noun. The activities to be carried out under this project are at central, regional and local level, with the aim of strengthening the planning conditions for the management of regional development projects geared to needs and implementation.
Taking as its guidelines the provisions of the "New Development Model" and the Strategic Action Plan of the institutional partner, the "Direction Générale des Collectivités Territoriales"(DGCT)( Directorate-General for Local Authorities), the project is structured around four areas of intervention, with the aim of contributing to the achievement of the main objective. In designing the components and activities, the project takes account of the current context relating to the second term of office of the regional local authorities (RLAs), in particular the launch by the RLAs of processes to draw up strategic planning documents (PDR, SRAT, SDRFC). The project seeks to fit into the landscape of international cooperation around territorial development and to capitalise on results and good practice in order to promote sustainability.
The SoDeR project is expected to have a positive medium-term impact on sustainable regional economic development through consultative approaches to good governance: by establishing efficient and transparent regional administrative structures, it enables the formulation of implementation- and demand-driven regional development projects. These development projects address the constraints on regional development and aim, among other things, to increase economic potential and generate employment effects also for the population in precarious situations (e.g. projects in the field of tourism promotion, technology promotion, agriculture, fisheries, etc.) or to improve the framework conditions for private sector investment.
This project is financed by the Federal Ministry for Economic Cooperation and Development (BMZ), with institutional support from the DGCT of the Moroccan Ministry of the Interior.
Overall project objective: "Planning conditions for the management and implementation of needs-based regional development projects are improved".
It is proposed to achieve this objective through an integrated approach based on 4 complementary components. The concrete activities to be implemented by the project in each strand will be determined in a participatory planning process with the three pilot regions. The proposed activities and tools include exchange and networking between the Moroccan and German regions (study trips (virtual and real), exchange of knowledge between territories, peer-to-peer learning).
Strand 1: Data on regional development
Objective of Strand 1: "Access to data for regional planning is improved".
Strand 2: Regional development projects
Component 2 objective: "The capacity of regional agencies for implementation-oriented project development is strengthened.
Strand 3: Participation in regional planning
Objective of strand 3: "The participation and cooperation capacities of the regional administration and the regional council for needs-based regional planning that takes gender equality into account are improved".
Strand 4: Planning framework
Objective of Strand 4: "The DGCT has specific approaches for structured regional planning processes in the pilot regions".

Beschreibung der Beschaffung

This call for tender is launched to recruit international expertise to support the soder project (decentralised solutions for regional development) in building the capacity of regional agencies for implementation-oriented project development.
The SoDeR Project has been implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), in partnership with the Ministry of the Interior through the Regional Directorate for Local Authorities ("Direction Régionale des Collectivités Territoriales" - DGCT).
The project is scheduled to run from February 2021 to January 2026.
The SodeR project supports the Moroccan government in implementing advanced regionalization.
Overall project objective: "Planning conditions for the management and implementation of needs-based regional development projects are improved".
The project covers three regions of Morocco: Marrakech-Safi, Souss-Massa and Guelmim-Oued Noun.
The project has four components at regional level, supporting the regionalization process. Component 2 "Regional investment projects" aims to increase the capacity of the institutions responsible for preparing regional projects.
Component 3 "Citizen participation in regional planning" aims to build the capacity of regional actors to use formats and methods for participation and cooperation in regional planning.
Component 4 "Multi-stakeholder cooperation in regional planning" is designed to help the three pilot regions develop specific approaches to a structured regional planning process.
The concrete activities to be implemented by the project in each component will be determined in a participatory planning process with the three pilot regions.
This call for tenders has therefore been launched to recruit a consultancy firm which will be responsible for intervening in 3 regions in order to achieve the project's results and indicators.
The consultancy firm will be responsible for carrying out the activities of component (2) of the Soder project, taking into account the activities of other components 1, 3 and 4.
It will work with two types of institution: at central level with the DGCT focal point and at regional level with the AREP teams in the 3 pilot regions.
To better ensure that the actions are carried out, the contractor will ensure that the following fields of action are implemented:
Field of action 1: Documentation of the various processes involved in designing, managing and evaluating regional development projects (project pipeline).
Field of action 3: Analysis of the activities of other donors in the pilot regions in the field of regionalization and identification of possible synergies:

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
