This call for tender is launched to recruit international expertise to support the soder project (decentralised solutions for regional development) in building the capacity of regional agencies for implementation-oriented project development.
The SoDeR Project has been implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), in partnership with the Ministry of the Interior through the Regional Directorate for Local Authorities ("Direction Régionale des Collectivités Territoriales" - DGCT).
The project is scheduled to run from February 2021 to January 2026.
The SodeR project supports the Moroccan government in implementing advanced regionalization.
Overall project objective: "Planning conditions for the management and implementation of needs-based regional development projects are improved".
The project covers three regions of Morocco: Marrakech-Safi, Souss-Massa and Guelmim-Oued Noun.
The project has four components at regional level, supporting the regionalization process. The SoDeR project is expected to have a positive medium-term impact on sustainable regional economic development through consultative approaches to good governance: by establishing efficient and transparent regional administrative structures, it enables the formulation of implementation- and demand-driven regional development projects. These development projects address the constraints on regional development and aim, among other things, to increase economic potential and generate employment effects also for the population in precarious situations (e.g. projects in the field of tourism promotion, technology promotion, agriculture, fisheries, etc.) or to improve the framework conditions for private sector investment.
It is proposed that this objective be achieved through an integrated approach focusing on 4 complementary components:
Component 1 "Data relating to regional development" aims to improve access to data for comprehensive and effective regional planning.
Component 2 "Regional investment projects" aims to increase the capacity of the institutions responsible for preparing regional projects.
Component 3 "Citizen participation in regional planning" aims to build the capacity of regional actors to use formats and methods for participation and cooperation in regional planning.
Component 4 "Multi-stakeholder cooperation in regional planning" is designed to help the three pilot regions develop specific approaches to a structured regional planning process.
The concrete activities to be implemented by the project in each component will be determined in a participatory planning process with the three pilot regions.
This call for tenders has therefore been launched to recruit a consultancy firm which will be responsible for intervening in 3 regions in order to achieve the project's results and indicators.
The consultancy firm will be responsible for carrying out the activities of component (2) of the Soder project, taking into account the activities of other components 1, 3 and 4.
It will work with two types of institution: at central level with the DGCT focal point and at regional level with the AREP teams in the 3 pilot regions.
To better ensure that the actions are carried out, the contractor will ensure that the following fields of action are implemented:
Field of action 1: Documentation of the various processes involved in designing, managing and evaluating regional development projects (project pipeline).
Field of action 3: Analysis of the activities of other donors in the pilot regions in the field of regionalization and identification of possible synergies:
