Digital Delivery Unit (DDU) is an internal unit that has been tasked by the GIZ Morocco Management Team with accelerating and improving the design and implementation of high-impact digital initiatives within GIZ Morocco's projects. Its creation is the result of a growing integration of digitalization in projects in GIZ Moroccan portfolio, with an average of 40 digital initiatives per year and an increased share of the budget allocated to these.
To date, the DDU has collaborated with more than 2014 projects in Morocco on 25 digital initiatives and has extended its support internationally with projects in West Africa.
In addition to direct support of projects on specific digital initiatives, the DDU is also in charge of cross-cutting work and activities (methodologies, in-depth research, training, trends monitoring, HQ liason, building network of ecosystem partners...)
The competence center "digital societies" is part of the sectoral department (FMB) of GIZ headquarter in Eschborn and collaborates closely with the DDU. The competence center provides services similar to those of the DDU but operates across all GIZ partner countries. It is split into several sub-teams that i) work on internal topics including developing new concepts and knowledge management and ii) offer services of project planning, inhouse consulting services during project implementation and preparing and tendering of large contracts to projects across all sectors.

Beschreibung der Beschaffung
The goal of this framework agreement is to provide GIZ Morocco with a (one) reliable partner who flexibly provides high quality expertise in different technology consulting areas. Through joint learning and collaboration, the contractor will improve its own understanding of development work and GIZ approaches while supporting the DDU to scale its advisory services to the entire portfolio of GIZ projects in Morocco.
The expected benefits for the projects are:
i) quick and flexible access to high quality external expertise and support
ii) reducing administrative workload and time when procuring these services
iii) access to service provider that understands GIZ procedures (e.g. procurement process or data protection and security regulations) and overall goals (principles for digital development, sustainable solutions owned and managed by partners)
The contractor has to provide expertise in the fields of:
- IT consulting (incl. project scoping, planning and implementation and project management)
- IT Requirement analysis and validation / Needs assessment (incl. classic requirement gathering, early phase ideation, process analysis)
- IT Architecture and delivery consulting (incl. as-is system analysis, designing and estimating future solution and integrations)
- IT Security consulting
The contractor has to provide expertise by either
a) performing the tasks as specified in the work packages
b) performing "flexible days" : performing activities not related to a predefined work package but within the requested Expertise. Those activities and their deliverables would be agreed on a case by case request but always aligned with the role descriptions . Cost estimation would be based on the daily rates of the requested experts as indicated in the Price Schedule.
c) providing adequate steering and learning of the overall framework contract
Any GIZ project in Morocco can request the services of the contractor.
The DDU will serve as a single point of contact: It manages, administrates, prioritizes and forwards the project"s requests to the contractor and matches the needs to the standardized work packages. DDU will pre-qualify the requests and might extend or modify services or deliverables of the requested work packages. In these cases, DDU will coordinate with the contractor to ensure feasibility and clarify requirements.

4) If a candidate/tenderer wishes to use the capacities of another company for the execution of the contract or to prove his/her eligibility, she/he must prove by submitting a declaration of commitment that the corresponding capacities are available to him/her for the execution of the contract and a declaration that no grounds for exclusion pursuant to Section 123 GWB and/or Section 124 GWB apply to them must be submitted.
5) In the case of participation as a bidding consortium: tenderers must appoint a leading member and authorise this member to represent the group and to receive payments with discharging effect also for the other members. A corresponding agreement, signed by all members, must be attached to the application for participation. For this purpose, the form provided by GIZ must be used.
