Its creation is the result of a growing integration of digitalization in projects in GIZ Moroccan portfolio, with an average of 40 digital initiatives per year and an increased share of the budget allocated to these.

In addition to direct support of projects on specific digital initiatives, the DDU is also in charge of cross-cutting work and activities (methodologies, in-depth research, training, trends monitoring, HQ liason, building network of ecosystem partners...)

The competence center "digital societies" is part of the sectoral department (FMB) of GIZ headquarter in Eschborn and collaborates closely with the DDU. The competence center provides services similar to those of the DDU but operates across all GIZ partner countries. It is split into several sub-teams that i) work on internal topics including developing new concepts and knowledge management and ii) offer services of project planning, inhouse consulting services during project implementation and preparing and tendering of large contracts to projects across all sectors.

The expected benefits for the projects are:

i) quick and flexible access to high quality external expertise and support

ii) reducing administrative workload and time when procuring these services

iii) access to service provider that understands GIZ procedures (e.g. procurement process or data protection and security regulations) and overall goals (principles for digital development, sustainable solutions owned and managed by partners)

The contractor has to provide expertise in the fields of:

- IT consulting (incl. project scoping, planning and implementation and project management)

- IT Requirement analysis and validation / Needs assessment (incl. classic requirement gathering, early phase ideation, process analysis)

- IT Architecture and delivery consulting (incl. as-is system analysis, designing and estimating future solution and integrations)

- IT Security consulting

The contractor has to provide expertise by either

a) performing the tasks as specified in the work packages

b) performing "flexible days" : performing activities not related to a predefined work package but within the requested Expertise. Those activities and their deliverables would be agreed on a case by case request but always aligned with the role descriptions . Cost estimation would be based on the daily rates of the requested experts as indicated in the Price Schedule.

c) providing adequate steering and learning of the overall framework contract

Any GIZ project in Morocco can request the services of the contractor.

The DDU will serve as a single point of contact: It manages, administrates, prioritizes and forwards the project"s requests to the contractor and matches the needs to the standardized work packages. DDU will pre-qualify the requests and might extend or modify services or deliverables of the requested work packages. In these cases, DDU will coordinate with the contractor to ensure feasibility and clarify requirements.

GIZ may optionally commission contract amendments and/or increases based on the criteria in the tender documents to the successful bidder of this tender. For details, please see the terms of reference.

Befähigung zur Berufsausübung:

1) Name and address of the company, legal form, registered office (country), owners and controlling parties, commercial register number/dirstrict court, bank account, tax number, VAT identification number, brief company profile and contact in event of queries.

2) Extract from the commercial register or equivalent evidence/proof in English or German (not older than six months).

3) Self-declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB), section 22 of the German Supply Chain Due Diligence Act (LkSG) and EU-Russian sanctions as well as that in the last three years no custodial sentence of more than three years or a fine of more than 90 daily rates or a fine of more than two thousand five hundred euros, which resulted in an entry in the Competition Register, been imposed for noncompliance as specified in section 124 (2) of the German Act against Restraints on Competition (GWB) apply.

4) If a candidate/tenderer wishes to use the capacities of another company for the execution of the contract or to prove his/her eligibility, she/he must prove by submitting a declaration of commitment that the corresponding capacities are available to him/her for the execution of the contract and a declaration that no grounds for exclusion pursuant to Section 123 GWB and/or Section 124 GWB apply to them must be submitted.

5) In the case of participation as a bidding consortium: tenderers must appoint a leading member and authorise this member to represent the group and to receive payments with discharging effect also for the other members. A corresponding agreement, signed by all members, must be attached to the application for participation. For this purpose, the form provided by GIZ must be used.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year).

2) Declaration on the average number of employees and managers for the past three calendar years.

Mindeststandards:

1) Average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year): at least 3,000,000 EUR (three million).

2) Average number of employees and managers for the past three calendar years: at least 120 persons.

Technische und berufliche Fähigkeiten:

It is necessary to provide

(1) at least two reference projects in the following technical field:

"IT consulting each of which must cover the following aspect:

digital transformation & digital strategy (incl. enterprise architecture management) "

(2) and at least three reference projects in Morocco.

Each of the reference projects must be in the last three years with a minimum commission value of at least 300,000 EUR.

Mindeststandards:

1) The technical assessment is only based on reference projects with a minimum commission value of EUR 300,000 (three hundred thousand) in the last three years.

2) At least two reference projects in the following technical field:

"IT consulting each of which must cover the following aspect:

digital transformation & digital strategy (incl. enterprise architecture management) "

(2) and at least three reference projects in Morocco.

As mentioned above: Each of the reference projects must be in the last three years with a minimum commission value of at least 300,000 EUR.

The goal of this framework agreement is to provide GIZ Morocco with a (one) reliable partner who flexibly provides high quality expertise in different technology consulting areas.
